This Purchase Order is issued by the Nairobi County Education Directorate to formally procure the professional services of a qualified Education Administrator to be deployed within the public education infrastructure of Kenya Nairobi. The Education Administrator shall be responsible for the day-to-day operational management, policy implementation, resource allocation, and stakeholder coordination across all public secondary and primary schools under the jurisdiction of the Nairobi County Education Directorate. This Purchase Order constitutes a binding agreement between the purchasing entity and the supplier for the duration of the specified service period.
2. Scope of Services – Education Administrator RoleThe Education Administrator engaged under this Purchase Order shall perform the following duties within Kenya Nairobi:
- Oversee the administrative operations of all 412 public schools registered under the Nairobi County Education Directorate in Kenya Nairobi.
- Implement and monitor compliance with the Kenya National Education Policy, the Basic Education Act (2013), and all directives issued by the Ministry of Education in the Republic of Kenya.
- Manage the annual education budget allocation of KES 2.4 billion distributed across all school zones in Kenya Nairobi, ensuring transparent and equitable resource distribution.
- Coordinate with the Kenya Institute of Curriculum Development (KICD), the Kenya National Examinations Council (KNEC), and the Teacher Service Commission (TSC) on matters pertaining to curriculum delivery, national examinations, and teacher deployment in Kenya Nairobi.
- Conduct quarterly performance audits of all school heads and deputy heads across the 11 sub-counties of Kenya Nairobi, including Westlands, Kilimani, Kileleshwa, Embakasi, Mathare, Kawangware, Dagoretti, Langata, Kikuyu, Ruaka, and Rongai.
- Develop and execute strategic plans for infrastructure improvement, digital learning integration, and special needs education support within the Kenya Nairobi education ecosystem.
- Liaise with parents' associations, community leaders, and non-governmental organizations operating in Kenya Nairobi to enhance community participation in school governance.
- Prepare monthly and quarterly progress reports for submission to the Nairobi County Executive Committee Member for Education and the Principal Secretary of the Ministry of Education.

- This Purchase Order shall be governed by and interpreted in accordance with the laws of the Republic of Kenya, including the Public Procurement and Asset Disposal Act (2015) and its amendments.
- The Education Administrator shall commence duties no later than 1st August 2025 at the Nairobi County Schools Administration Complex, Kenya Nairobi.
- The service period under this Purchase Order shall be for a duration of twelve (12) months, renewable upon mutual written agreement and satisfactory performance review.
- All payments shall be made in Kenyan Shillings (KES) via electronic bank transfer to the supplier's designated account. No cash payments shall be accepted under this Purchase Order.
- The Education Administrator shall be required to submit a detailed performance report at the end of each quarter, which shall be reviewed by the Nairobi County Education Directorate before the next quarterly payment is released.
- Any breach of the terms outlined in this Purchase Order by either party shall entitle the non-breaching party to terminate the agreement with fourteen (14) days' written notice.
- The supplier shall ensure that the Education Administrator holds a minimum of a Bachelor's degree in Education Administration, Educational Leadership, or a related field from a recognized Kenyan university, and a minimum of five (5) years of progressive experience in school administration within Kenya Nairobi or another Kenyan county.
- All personal data collected in connection with this Purchase Order shall be handled in compliance with the Kenya Data Protection Act (2019).
- Disputes arising from this Purchase Order shall be resolved through mediation in Kenya Nairobi before resorting to litigation in the High Court of Kenya at Nairobi.
