1. Purpose of This Purchase OrderThis Purchase Order is formally issued by the Kampala District Education Authority to procure the professional services of a qualified Education Administrator to be deployed and operational within the Uganda Kampala metropolitan education sector. This Purchase Order governs the terms, conditions, scope of engagement, compensation, and performance expectations for the Education Administrator role. The engagement is specifically tailored to the administrative, curricular, and operational needs of public and private educational institutions operating within Uganda Kampala, ensuring compliance with the Uganda National Curriculum Development Centre (UNCD) standards and the Ministry of Education and Sports directives applicable to the Uganda Kampala region.
2. Scope of Services – Education AdministratorThe Education Administrator engaged under this Purchase Order shall perform the following duties and responsibilities within the Uganda Kampala education framework:
- Oversee the day-to-day administrative operations of educational institutions in Uganda Kampala, including scheduling, resource allocation, and staff coordination.
- Implement and monitor curriculum delivery standards in alignment with the Uganda Kampala district education policy and national educational guidelines.
- Manage student enrollment records, academic performance tracking, and reporting systems for all institutions under the Uganda Kampala jurisdiction.
- Coordinate with the Uganda Kampala District Education Officer and the Ministry of Education and Sports to ensure regulatory compliance and accreditation standards are met.
- Develop and execute strategic plans for capacity building, teacher professional development, and infrastructure improvement across Uganda Kampala schools.
- Prepare quarterly and annual performance reports for submission to the Kampala District Education Authority as stipulated in this Purchase Order.
- Facilitate stakeholder engagement with parents, community leaders, and educational partners within the Uganda Kampala area.

All payments shall be processed in Ugandan Shillings (UGX) via bank transfer to the account designated by East African Human Capital Solutions Ltd. Payment terms are net thirty (30) days from the date of invoice submission. This Purchase Order is subject to the prevailing tax regulations of the Uganda Revenue Authority, and all applicable withholding taxes shall be deducted at source as per the Uganda Kampala fiscal framework.
4. Terms and Conditions- This Purchase Order shall become effective upon signature by both authorized parties and shall remain in force for a period of twelve (12) months from the date of commencement, unless terminated earlier in accordance with Clause 7.
- The Education Administrator shall be required to report to the Kampala District Education Authority office located on Kampala Road, Uganda Kampala, no fewer than five (5) working days per week, Monday through Friday, between the hours of 08:00 and 17:00 East Africa Time.
- The Service Provider shall ensure that the Education Administrator possesses a minimum of a Bachelor's degree in Education Administration, Educational Leadership, or a related field from a recognized institution in Uganda or an internationally accredited university, along with a minimum of five (5) years of progressive experience in educational administration within Uganda Kampala or a comparable East African context.
- Performance reviews shall be conducted quarterly by the Kampala District Education Authority. Failure to meet the Key Performance Indicators (KPIs) outlined in the annexed performance matrix for two consecutive quarters shall constitute grounds for termination of this Purchase Order.
- All data, records, and institutional information accessed by the Education Administrator during the course of this engagement shall remain the confidential property of the Kampala District Education Authority and the respective Uganda Kampala institutions. A Non-Disclosure Agreement (NDA) is attached as Annex A to this Purchase Order.
- The Service Provider shall maintain comprehensive professional indemnity and liability insurance coverage for the Education Administrator throughout the duration of this Purchase Order, with a minimum coverage of UGX 50,000,000.
- Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, all outstanding invoices for services rendered up to the termination date shall be settled within fifteen (15) business days.
- This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Uganda, and any disputes arising hereunder shall be resolved through arbitration in Uganda Kampala in accordance with the Arbitration Act, Cap 70 of the Laws of Uganda.
- The Education Administrator shall comply with all applicable labor laws, health and safety regulations, and educational policies as enforced in Uganda Kampala by the relevant governmental and regulatory bodies.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Education Administrator within the Uganda Kampala education sector. This document constitutes a binding agreement between the Kampala District Education Authority and East African Human Capital Solutions Ltd.
