This Purchase Order is issued by Kinshasa Infrastructure Development Company (KIDC) to engage the services of a qualified Electrical Engineer for the design, supervision, and commissioning of the electrical infrastructure for the new Gombe Commercial Centre, located in the heart of DR Congo Kinshasa. The Electrical Engineer shall be responsible for all aspects of the electrical works as detailed below, in full compliance with the national electrical code of the Democratic Republic of the Congo and the municipal regulations of the City of Kinshasa.

- Qualification Requirement: The Electrical Engineer engaged under this Purchase Order must hold a valid professional license issued by the Conseil National des Ingénieurs (CNE) of the Democratic Republic of the Congo and a minimum of eight (8) years of documented experience in commercial and industrial electrical projects within DR Congo Kinshasa or equivalent African markets.
- Compliance with Local Regulations: All design deliverables and installation works must conform to the Congolese national electrical standards (Normes Congolaises – NC), the IEC standards adopted by the DR Congo, and the specific urban planning and electrical safety ordinances of the Commune de Gombe, Kinshasa. The Electrical Engineer shall bear full responsibility for ensuring regulatory compliance throughout the project lifecycle.
- Payment Schedule: Payment shall be made in three (3) installments as follows: (a) 30% (USD 21,900.00) upon signature of this Purchase Order and submission of the design proposal; (b) 40% (USD 29,200.00) upon completion of on-site supervision and installation of all major electrical equipment; (c) 30% (USD 21,900.00) upon final acceptance, submission of as-built documentation, and successful commissioning inspection by the relevant authorities in DR Congo Kinshasa.
- Payment Method: All payments shall be made via bank transfer to the account of the Electrical Engineer at a licensed commercial bank operating in Kinshasa, DR Congo. Invoices must be issued in the name of Kinshasa Infrastructure Development Company and must reference this Purchase Order number (PO-KIDC-2025-00847).
- Insurance and Liability: The Electrical Engineer shall maintain professional indemnity insurance with a minimum coverage of USD 100,000 for the duration of the contract. The Electrical Engineer shall be liable for any damage, injury, or loss arising from negligence, design errors, or non-compliance with safety standards during the execution of the works in DR Congo Kinshasa.
- Intellectual Property: All design documents, calculations, drawings, and technical reports produced under this Purchase Order shall become the exclusive property of KIDC upon full payment. The Electrical Engineer may retain copies for professional portfolio purposes but shall not disclose project details to third parties without written consent.
- Dispute Resolution: Any dispute arising from or in connection with this Purchase Order shall first be subject to amicable negotiation. Failing resolution within thirty (30) days, the matter shall be referred to the competent commercial court of Kinshasa, DR Congo, in accordance with the laws of the Democratic Republic of the Congo.
- Force Majeure: Neither party shall be liable for delays or failures in performance caused by events beyond reasonable control, including but not limited to civil unrest, natural disasters, government-imposed restrictions, or grid failures by SNEL affecting operations in DR Congo Kinshasa.
- Validity: This Purchase Order is valid for acceptance within ten (10) business days from the date of issue. Failure to sign and return within this period shall render this Purchase Order null and void.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Electrical Engineer for the electrical works project in DR Congo Kinshasa.
