This Purchase Order is issued by the Jerusalem Municipal Infrastructure Authority to procure the professional services of a licensed Electrical Engineer and associated engineering team for the design, review, and commissioning of electrical infrastructure upgrades across three municipal buildings in the Old City District of Israel Jerusalem. The Electrical Engineer shall be fully licensed by the Israel Engineers Association (I.E.A.) and shall hold a valid Class A electrical design license as mandated by the Israeli Ministry of Energy and Water Resources. All work shall comply with the Israeli Electrical Standards (SII 230 series) and the Jerusalem Municipal Building Code.

  1. Qualification Requirement: The Electrical Engineer assigned to this Purchase Order must hold an active license issued by the Israel Engineers Association and a valid electrical design permit from the Israeli Ministry of Energy. Proof of licensure shall be provided prior to commencement of work. The engineer must have a minimum of ten (10) years of experience in municipal and public infrastructure electrical projects within Israel.
  2. Compliance with Israeli Standards: All design, installation, and commissioning work shall strictly adhere to the Israeli Standards Institute (SII) codes, the Jerusalem Municipal Building Regulations, and the requirements of the Israel Electricity Authority. Any deviation must be approved in writing by the issuing authority of this Purchase Order.
  3. Work Location and Access: All services under this Purchase Order shall be performed at the designated municipal sites in Israel Jerusalem, specifically the Old City District buildings. The vendor shall coordinate access with the Jerusalem Police and the Old City Administration where applicable. Work hours shall comply with Jerusalem municipal operating schedules and Israeli labor regulations.
  4. Payment Schedule: Payment shall be made in three (3) installments: 30% upon acceptance of this Purchase Order and commencement of work; 40% upon completion of design documentation and receipt of Planning Committee approval; and 30% upon final commissioning, delivery of the energy audit report, and completion of all training sessions. Invoices shall be submitted in NIS and paid via bank transfer to the vendor's account in Israel within thirty (30) calendar days of invoice acceptance.
  5. Insurance and Liability: The vendor shall maintain comprehensive professional liability insurance with a minimum coverage of NIS 5,000,000, valid throughout the duration of this Purchase Order. The Electrical Engineer and all team members shall be covered under the vendor's workers' compensation policy as required by the Israeli National Insurance Institute (Bituach Leumi).
  6. Confidentiality and Data Protection: All technical drawings, load data, and infrastructure plans related to municipal buildings in Israel Jerusalem are classified as sensitive municipal records. The vendor and the Electrical Engineer shall comply with the Israeli Privacy Protection Law, 5741-1981, and the Jerusalem Municipal Data Security Policy. No documents shall be removed from municipal premises without written authorization.
  7. Dispute Resolution: Any dispute arising from this Purchase Order shall be resolved through binding arbitration in Jerusalem, Israel, in accordance with the Israeli Arbitration Law, 5728-1968. The arbitration shall be conducted in Hebrew, and the arbitrator's decision shall be final and enforceable in the Jerusalem District Court.
  8. Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the vendor shall be compensated for all work completed and documented up to the termination date, as verified by the project supervisor.
  9. Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to natural disasters, government-mandated closures in Israel Jerusalem, or national security directives issued by the Israeli government.
  10. Warranty: The Electrical Engineer shall provide a two-year design warranty on all deliverables. Any design defect identified within this period shall be corrected at no additional cost to the issuing authority.

This Purchase Order becomes effective upon signature by both parties. The vendor acknowledges that acceptance of this Purchase Order constitutes a binding contractual obligation to deliver the Electrical Engineer services as specified herein, in full compliance with all applicable laws of the State of Israel and the regulations governing municipal procurement in Israel Jerusalem.
