This Purchase Order is issued by Abuja Infrastructure Development Corporation (hereinafter referred to as the "Buyer") to engage the services of a qualified Electrical Engineer for the design, supervision, and commissioning of electrical infrastructure upgrades at the Federal Secretariat Complex, Phase III, located in Nigeria Abuja, Federal Capital Territory. The Electrical Engineer shall be responsible for all technical aspects of the project as detailed in the line items below, in full compliance with the Nigerian Electricity Regulatory Commission (NERC) standards, the Building and Engineering Services Corporation (BESC) codes, and all applicable regulations of the Federal Capital Territory Administration (FCTA).

3.1 This Purchase Order constitutes a binding agreement between the Buyer and the Electrical Engineer upon signature by both parties. All services shall be rendered at the project site located in Nigeria Abuja, FCT, and the Electrical Engineer shall bear all costs associated with travel, accommodation, and local transportation within the Nigeria Abuja metropolitan area.
3.2 The Electrical Engineer warrants that all designs, calculations, and technical documentation submitted under this Purchase Order shall be original, free from intellectual property infringement, and shall comply with all applicable Nigerian engineering standards, NERC regulations, and FCTA building codes.
3.3 Payment shall be made in three (3) tranches: (a) 30% upon acceptance of the design package; (b) 50% upon completion of on-site supervision and commissioning; and (c) 20% upon final handover and submission of all as-built documentation. All payments shall be made via bank transfer to the account specified by the Electrical Engineer within thirty (30) calendar days of invoice submission.
3.4 The Electrical Engineer shall maintain professional indemnity insurance with a minimum cover of NGN 50,000,000 for the duration of this Purchase Order and shall provide a certificate of insurance to the Buyer prior to commencing any work in Nigeria Abuja.
3.5 Any variation to the scope of work outlined in this Purchase Order must be agreed upon in writing by both parties. The Buyer reserves the right to request additional services from the Electrical Engineer, which shall be priced separately and documented as a supplementary Purchase Order.
3.6 In the event of default or failure to meet the completion deadline of 30 September 2025, the Electrical Engineer shall be liable for liquidated damages at the rate of NGN 150,000 per calendar day of delay, up to a maximum of 10% of the total Purchase Order value.
3.7 This Purchase Order shall be governed by and construed in accordance with the laws of the Federal Republic of Nigeria. Any disputes arising herefrom shall be resolved through arbitration in Nigeria Abuja in accordance with the Arbitration and Conciliation Act, Cap A18, LFN 2004.
3.8 The Electrical Engineer shall comply with all health, safety, and environmental regulations applicable to construction and engineering works in Nigeria Abuja, including but not limited to the provisions of the Federal Capital Territory Environmental Protection Agency (FCT EPA) guidelines.
By signing below, both parties acknowledge and accept the terms, conditions, and scope of work set forth in this Purchase Order for the engagement of the Electrical Engineer for the Federal Secretariat Complex Phase III project in Nigeria Abuja.
