This Purchase Order is issued by Islamabad Infrastructure Development Authority for the engagement of a qualified Electrical Engineer to provide comprehensive professional services related to the design, review, supervision, and commissioning of electrical infrastructure projects within the Pakistan Islamabad metropolitan region. The Electrical Engineer shall possess a minimum of ten (10) years of post-qualification experience in power distribution systems, industrial electrical installations, and renewable energy grid integration, and shall hold a valid Professional Engineering Practicing (PEP) license issued by the Pakistan Engineering Council (PEC).

- Qualification Requirement: The Electrical Engineer engaged under this Purchase Order must hold a BSc/MSc in Electrical or Power Engineering from a HEC-recognized university in Pakistan and must maintain an active PEP license throughout the duration of the engagement. Failure to maintain valid licensure shall constitute grounds for immediate termination of this Purchase Order.
- Compliance with Local Regulations: All work performed by the Electrical Engineer shall strictly comply with the Pakistan National Electrical Code (PNEC), the regulations of the Islamabad Electric Power Company (IEPC), and all applicable directives issued by the Pakistan Engineering Council (PEC) for the Pakistan Islamabad jurisdiction.
- Commencement and Completion: The Electrical Engineer shall commence services on or before 01 July 2025. All deliverables shall be submitted in accordance with the timelines specified in Section 2 of this Purchase Order. Any delay beyond the stipulated period shall attract a penalty of 0.5% of the applicable line item value per day of delay, up to a maximum of 10%.
- Payment Schedule: Payment shall be made in three (3) installments: 30% upon acceptance of this Purchase Order by the Electrical Engineer, 40% upon satisfactory completion of milestones 1 through 3, and the remaining 30% upon final acceptance and handover of all documentation. All payments shall be processed via bank transfer to the account designated by the Electrical Engineer.
- Insurance and Liability: The Electrical Engineer shall maintain professional indemnity insurance with a minimum coverage of PKR 50,000,000 for the duration of this Purchase Order. The Electrical Engineer shall be solely liable for any damage, injury, or loss arising from negligence or non-compliance with electrical safety standards at any project site within Pakistan Islamabad.
- Confidentiality: All technical drawings, load data, system schematics, and proprietary information shared under this Purchase Order shall be treated as strictly confidential. The Electrical Engineer shall not disclose, reproduce, or distribute any such information to third parties without prior written consent from IIDA.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination for cause, the Electrical Engineer shall be compensated only for work satisfactorily completed and accepted up to the date of termination.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Pakistan. Any disputes arising hereunder shall be resolved through arbitration in Pakistan Islamabad in accordance with the Arbitration Act, 1940.
- Subcontracting: The Electrical Engineer shall not subcontract any portion of the services described in this Purchase Order without prior written approval from the IIDA Procurement Division. Any approved subcontractor shall be bound by the same terms and conditions as the primary Electrical Engineer.
- Taxation: All amounts stated in this Purchase Order are inclusive of applicable Sales Tax and Withholding Tax as per the Federal Board of Revenue (FBR) regulations for professional services rendered in Pakistan Islamabad.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Electrical Engineer for the specified projects within Pakistan Islamabad. This document constitutes a binding procurement instrument and shall remain in full force and effect until all obligations have been fulfilled or the Purchase Order is lawfully terminated.
