Scope of Purchase — Electrical Engineer ServicesThis Purchase Order is issued by Ceylon Infrastructure & Power Solutions (Pvt) Ltd. to Lanka Electrical Engineering Consultants (Pvt) Ltd. for the procurement of professional Electrical Engineer services to be executed at the designated project site in Sri Lanka Colombo. - Acceptance: This Purchase Order shall become a binding contract upon written acceptance by the Supplier. The Supplier must return a signed copy of this Purchase Order to the Purchaser within five (5) business days of receipt.
- Commencement and Duration: The Electrical Engineer services shall commence on 01 July 2025 and are expected to be completed by 30 September 2025, subject to site readiness in Sri Lanka Colombo. Any extension must be approved in writing by the Purchaser.
- Payment Schedule: Payment shall be made in three (3) instalments: 30% upon commencement, 40% upon completion of design and commissioning, and 30% upon final handover and acceptance. All payments shall be made via bank transfer to the Supplier's designated account in Sri Lanka Colombo within thirty (30) days of invoice submission.
- Qualifications: The assigned Electrical Engineer must hold a valid professional registration with the Institution of Engineers, Sri Lanka (IESL) and possess a minimum of ten (10) years of experience in commercial building electrical systems. A copy of the IESL registration certificate must be submitted prior to commencement.
- Compliance: All work performed under this Purchase Order must adhere to the Sri Lanka Standards (SLS 1010, SLS 1011, SLS 1012), CEB technical regulations, and the Electrical and Mechanical Engineers Act of Sri Lanka. The Supplier shall bear all costs associated with obtaining necessary permits from the Colombo Municipal Council and the CEB.
- Insurance and Liability: The Supplier shall maintain comprehensive professional indemnity insurance of not less than LKR 50,000,000 and public liability insurance of not less than LKR 25,000,000 for the duration of the project in Sri Lanka Colombo. The Supplier shall be liable for any damage to property or injury to persons arising from negligence in the performance of Electrical Engineer duties.
- Confidentiality: All technical drawings, load calculations, and project documentation prepared under this Purchase Order shall remain the exclusive property of the Purchaser. The Supplier shall not disclose any project-specific information to third parties without prior written consent.
- Termination: Either party may terminate this Purchase Order with fourteen (14) days' written notice in the event of material breach. Upon termination, the Purchaser shall pay for all services satisfactorily rendered up to the date of termination.
- Dispute Resolution: Any dispute arising from this Purchase Order shall first be attempted to be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be referred to arbitration in Sri Lanka Colombo in accordance with the Arbitration Act No. 11 of 1995 of Sri Lanka. The language of arbitration shall be English.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Democratic Socialist Republic of Sri Lanka. The courts of Colombo, Sri Lanka shall have exclusive jurisdiction.
