Description of Services – Environmental Engineer Engagement

This Purchase Order is issued by Nilotech Environmental Consultancy Group to formally engage the services of a qualified Environmental Engineer and associated technical team for the execution of environmental impact assessment, monitoring, and compliance activities in Egypt Cairo and its surrounding metropolitan areas. The Environmental Engineer shall be responsible for conducting comprehensive environmental audits, preparing regulatory submissions to the Egyptian Environmental Affairs Agency (EEAA), and ensuring full compliance with all applicable environmental laws and regulations in force within Egypt Cairo, including but not limited to Law No. 4 of 1994 on the Protection of the Environment and its executive regulations.

Terms and Conditions
  1. Scope of Work: The Environmental Engineer and supporting team shall perform all duties strictly within the geographical boundaries of Egypt Cairo, including the metropolitan area, Giza, and the New Administrative Capital zone. Any work extending beyond these boundaries shall require a written amendment to this Purchase Order.
  2. Commencement and Duration: Services shall commence on 1 July 2025 and continue for a period of six (6) months, subject to satisfactory performance reviews conducted monthly by the Project Director in Egypt Cairo.
  3. Payment Terms: Payment shall be made in three equal installments: 30% upon signing and mobilization, 40% upon completion of the mid-term environmental audit, and 30% upon final delivery and acceptance of all reports. All payments shall be processed via bank transfer to the vendor's account registered with the Central Bank of Egypt.
  4. Regulatory Compliance: The Environmental Engineer shall ensure that all deliverables comply with the standards set by the Egyptian Environmental Affairs Agency (EEAA), the Ministry of Water Resources and Irrigation, and the Cairo Governorate Environmental Protection Department. All permits and clearances required for fieldwork in Egypt Cairo shall be obtained at the vendor's expense.
  5. Professional Qualifications: The lead Environmental Engineer must hold a minimum of a Master's degree in Environmental Engineering from an accredited Egyptian university, possess a valid professional license from the Egyptian Engineers Syndicate, and demonstrate a minimum of ten (10) years of relevant experience in environmental consulting within Egypt Cairo or comparable metropolitan environments.
  6. Confidentiality: All data, reports, and findings generated under this Purchase Order shall be treated as strictly confidential. The vendor shall not disclose any project-specific environmental data pertaining to Egypt Cairo infrastructure to any third party without prior written consent from Nilotech Environmental Consultancy Group.
  7. Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the vendor shall be compensated for all services rendered up to the termination date, and all completed deliverables shall be handed over to the client.
  8. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Arab Republic of Egypt. Any disputes arising herefrom shall be resolved through the competent courts in Egypt Cairo.
  9. Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to natural disasters, government-mandated shutdowns in Egypt Cairo, or public health emergencies.
  10. Insurance: The vendor shall maintain comprehensive professional liability insurance and workers' compensation coverage for all personnel deployed in Egypt Cairo for the duration of this engagement.
