Scope of Work – Environmental Engineer ServicesThis Purchase Order is issued by the Kathmandu Metropolitan Development Authority to procure the professional services of a qualified Environmental Engineer for the comprehensive environmental impact assessment, monitoring, and remediation planning of the proposed multi-phase urban infrastructure development project located in the central district of Nepal Kathmandu. The Environmental Engineer shall be responsible for all phases of environmental due diligence, regulatory compliance with the Department of Environment (DoE) Nepal, and the preparation of all required environmental documentation for project approval.

- This Purchase Order constitutes a binding agreement between the Buyer and the Supplier for the engagement of the Environmental Engineer and associated services as described herein. All work shall be performed within the jurisdiction of Nepal Kathmandu in accordance with the Environmental Protection Act, 2076 (2019) and the Environmental Protection Rules, 2076 (2020) of Nepal.
- The Environmental Engineer engaged under this Purchase Order must hold a valid professional license issued by the Nepal Engineering Council (NEC) and possess a minimum of ten (10) years of documented experience in environmental consulting within Nepal, with at least three (3) completed EIA projects in the Kathmandu Valley region.
- Payment shall be made in four (4) milestone installments: 25% upon acceptance of this Purchase Order, 35% upon submission of the EIA report to the DoE Nepal, 25% upon approval of the Environmental Management Plan, and 15% upon completion of the 12-month post-construction monitoring period in Nepal Kathmandu.
- All invoices must be submitted in Nepalese Rupees (NPR) and shall include the Supplier's VAT registration number. Payment shall be processed within thirty (30) calendar days of receipt of a valid invoice and corresponding deliverable acceptance by the Buyer's designated review committee in Nepal Kathmandu.
- The Environmental Engineer shall maintain full professional indemnity insurance with a minimum coverage of NPR 20,000,000, valid throughout the duration of this Purchase Order, and shall provide a certificate of insurance upon request.
- All data, reports, and documentation produced under this Purchase Order shall remain the exclusive property of the Buyer. The Environmental Engineer shall not disclose any project-specific information to third parties without prior written consent from the Kathmandu Metropolitan Development Authority.
- In the event of a force majeure event, including but not limited to natural disasters common to the Nepal Kathmandu region (earthquakes, monsoon flooding, landslides), either party may invoke a suspension of obligations. The Environmental Engineer shall notify the Buyer in writing within forty-eight (48) hours of such an event.
- Disputes arising from this Purchase Order shall be resolved through mediation in Nepal Kathmandu in accordance with the Alternative Dispute Resolution Act, 2056 (1999) of Nepal. If mediation fails, the matter shall be referred to the competent court of law in Kathmandu, Nepal.
- The Supplier shall ensure that all fieldwork conducted by the Environmental Engineer and support staff in Nepal Kathmandu complies with local labor laws, occupational health and safety regulations, and municipal by-laws of the Kathmandu Metropolitan City.
- This Purchase Order may be amended only by mutual written agreement signed by authorized representatives of both parties. No verbal modifications shall be considered valid.
