3. Scope of Work and Description of Services
This Purchase Order is issued to engage the services of a qualified Environmental Engineer to perform comprehensive environmental impact assessment, monitoring, and compliance activities for the proposed multi-phase infrastructure development project located in the G-11 and G-13 sectors of Pakistan Islamabad. The Environmental Engineer shall be responsible for the following deliverables:

4. Terms and Conditions
- This Purchase Order is governed by the laws of the Islamic Republic of Pakistan and the specific regulations of the Islamabad Capital Territory. All disputes arising from this Purchase Order shall be resolved through arbitration in Pakistan Islamabad in accordance with the Arbitration Act, 1940.
- The Environmental Engineer shall maintain valid Professional Engineering and Professional Council of Pakistan (PEPC) registration throughout the duration of this engagement. Any lapse in registration shall constitute grounds for immediate termination of this Purchase Order.
- All environmental data, reports, and deliverables produced under this Purchase Order shall be the exclusive property of the Capital Development Authority, Pakistan Islamabad, and shall not be disclosed to third parties without written authorization.
- Payment shall be made in three (3) installments: 30% upon acceptance of the EIA report, 40% upon completion of the CEMP and first two quarters of monitoring, and 30% upon final compliance certification. Payments shall be processed via bank transfer within thirty (30) days of invoice submission.
- The Environmental Engineer shall comply with all applicable environmental regulations issued by the Pakistan Environmental Protection Agency (PEPA), the Islamabad Environmental Protection Agency (IEPA), and the CDA Environmental Compliance Division.
- Any variation in scope of work exceeding ten percent (10%) of the total Purchase Order value shall require a written amendment signed by both parties before execution.
- The Environmental Engineer shall carry professional indemnity insurance of not less than PKR 25,000,000 for the duration of the contract, with the CDA, Pakistan Islamabad, named as an additional insured party.
- Force majeure events, including but not limited to natural disasters, government-imposed restrictions, or public health emergencies affecting Pakistan Islamabad, shall extend the project timeline proportionally without penalty to either party.
- This Purchase Order shall be deemed accepted upon signature by both parties. Failure to sign within fifteen (15) business days of the issue date shall render this Purchase Order null and void.
