This Purchase Order is issued to procure the professional services of a qualified Environmental Engineer to be deployed and stationed in Saudi Arabia Riyadh for the duration specified herein. The Environmental Engineer shall be responsible for the following duties and deliverables as part of the buyer's ongoing environmental compliance and sustainability programme across the Riyadh Metropolitan Region:

The Environmental Engineer assigned under this Purchase Order must meet the following minimum qualifications:
- A minimum of a Bachelor's degree in Environmental Engineering, Civil Engineering (Environmental Track), or a closely related discipline from an accredited university.
- A minimum of eight (8) years of progressive professional experience in environmental consulting, with at least three (3) years of experience working on projects within the Kingdom of Saudi Arabia, preferably in the Riyadh region.
- Professional membership in the Saudi Council of Engineers (SCE) with a valid professional license.
- Demonstrated knowledge of Saudi Arabian environmental regulations, including those issued by SEWWA, the Ministry of Environment, Water and Agriculture, and the Riyadh Municipality environmental bylaws.
- Proficiency in environmental modelling software (AERMOD, SWMM, GIS platforms) and compliance reporting tools.
- Fluency in Arabic and English, both written and spoken, to facilitate communication with local regulatory authorities in Saudi Arabia Riyadh and international stakeholders.
5.1 This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both parties. All services shall be rendered in full compliance with the laws of the Kingdom of Saudi Arabia and the specific environmental regulations governing the Riyadh Governorate.
5.2 The Environmental Engineer shall report directly to the Buyer's Project Director and shall be physically present at the designated project sites in Saudi Arabia Riyadh no fewer than five (5) working days per week, unless otherwise agreed in writing.
5.3 The Supplier shall bear all costs associated with the Environmental Engineer's employment, including but not limited to salary, social insurance (GOSI) contributions, medical insurance, and any applicable Saudi labour law obligations.
5.4 The Buyer reserves the right to request the replacement of the Environmental Engineer within fourteen (14) calendar days if performance does not meet the standards outlined in this Purchase Order or the attached Statement of Work.
5.5 All deliverables, reports, data sets, and intellectual property generated by the Environmental Engineer in the course of this engagement shall be the sole property of the Buyer.
5.6 The Supplier shall maintain professional indemnity insurance with a minimum coverage of SAR 5,000,000 for the duration of this Purchase Order.
5.7 Termination may be effected by either party with thirty (30) days' written notice. In the event of termination, the Buyer shall be liable only for services rendered up to the effective date of termination.
5.8 Any disputes arising from this Purchase Order shall be resolved through arbitration in Riyadh, Saudi Arabia, in accordance with the rules of the Saudi Center for Commercial Arbitration (SCCA).
The Environmental Engineer shall commence duties no later than 01 July 2025 at the Buyer's primary office located in Saudi Arabia Riyadh. A detailed onboarding and site orientation programme shall be conducted during the first two (2) weeks of engagement. The Supplier shall ensure that all necessary work permits, Iqama arrangements, and professional registrations are completed prior to the commencement date in accordance with Saudi Arabian immigration and labour regulations.
This Purchase Order is authorised and approved by the undersigned representatives of both parties. By signing below, each party acknowledges and agrees to all terms, conditions, and obligations set forth in this document.
