The Environmental Engineer engaged under this Purchase Order shall hold a minimum of a Master's degree in Environmental Engineering, be registered with the Ordre des Ingénieurs du Sénégal, and possess no fewer than eight (8) years of demonstrated professional experience in environmental management within West Africa, with specific expertise in the coastal and industrial contexts of Senegal Dakar.

- This Purchase Order constitutes a binding procurement instrument under the laws of the Republic of Senegal and shall be governed by the Senegalese Public Procurement Code (Code des Marchés Publics, Décret n° 2013-1133) and the Environmental Code of Senegal (Loi n° 2001-036 du 20 décembre 2001).
- The Environmental Engineer and all supporting personnel assigned under this Purchase Order must be physically present and operational within the Senegal Dakar metropolitan area for a minimum of 80% of contracted working hours. Remote work is permissible only for report drafting and data analysis phases, subject to prior written approval by the Buyer.
- All deliverables, reports, and technical documentation produced under this Purchase Order shall be submitted in both French and English, in accordance with the bilingual requirements of the Senegal Dakar municipal administration and the Direction de l'Environnement.
- Payment shall be processed via bank transfer to the Supplier's designated account in XOF (West African CFA Franc) within thirty (30) calendar days of receipt and acceptance of a valid invoice. Late payments shall accrue interest at the rate of 1.5% per month as stipulated by Senegalese commercial law.
- The Environmental Engineer shall maintain professional liability insurance with a minimum coverage of 50,000,000 XOF, valid throughout the duration of this Purchase Order, and shall provide a certificate of insurance upon request.
- Any modification, extension, or termination of this Purchase Order must be executed in writing by both parties. The Buyer reserves the right to terminate this Purchase Order with thirty (30) days' written notice in the event of material breach, non-performance, or regulatory non-compliance by the Environmental Engineer.
- All work performed under this Purchase Order in Senegal Dakar shall comply with the standards set by the Agence Nationale de l'Environnement (ANDE) and the technical regulations of the Direction de l'Environnement et de la Lutte contre les Déserts (DELCD) for the Dakar region.
- Disputes arising from this Purchase Order shall be resolved through amicable negotiation within thirty (30) days. Failing resolution, disputes shall be submitted to the competent commercial courts of Senegal Dakar, Plateau Judicial District.
- The Supplier warrants that the Environmental Engineer engaged is not subject to any conflict of interest, debarment, or disciplinary sanction from the Ordre des Ingénieurs du Sénégal or any regulatory body in Senegal Dakar.
- This Purchase Order is valid for a period of twelve (12) months from the date of issuance. All services must be commenced no later than 01 July 2025 and completed by 31 December 2025, unless a written extension is mutually agreed upon.
By signing below, both parties acknowledge and accept all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Environmental Engineer professional services in Senegal Dakar. This document is executed in two (2) original copies, one for each party, and carries equal legal force under Senegalese law.
