This Purchase Order is issued by GreenSolutions Lanka (Pvt) Ltd. to formally engage the services of a qualified Environmental Engineer for the execution of environmental impact assessment, monitoring, and compliance activities related to the proposed industrial development project located in the Sri Lanka Colombo metropolitan area. The Environmental Engineer shall be responsible for ensuring full compliance with the National Environmental Act No. 47 of 1981, the regulations issued by the Central Environmental Authority (CEA) of Sri Lanka, and all applicable municipal by-laws governing environmental protection within the Colombo District.
The Environmental Engineer engaged under this Purchase Order shall perform the following duties and deliverables within the Sri Lanka Colombo project site and its immediate environs:

The Environmental Engineer appointed under this Purchase Order must hold a minimum of a Bachelor's degree in Environmental Engineering or a closely related discipline from a recognized university in Sri Lanka or an internationally accredited institution. The Environmental Engineer shall be a registered member of the Institution of Engineers, Sri Lanka (IESL) and must possess a minimum of ten (10) years of professional experience in environmental consulting, with at least five (5) years of demonstrated experience on projects located within Sri Lanka Colombo or the Western Province. The Environmental Engineer must also hold a valid Environmental Consultant license issued by the CEA of Sri Lanka.
Payment for services rendered under this Purchase Order shall be made in the following installments, all denominated in Sri Lankan Rupees (LKR):
(a) 25% advance payment upon acceptance of this Purchase Order and submission of a performance bond equivalent to 10% of the total contract value;
(b) 35% upon successful submission and CEA approval of the EIA report and EMP;
(c) 25% upon completion of all monitoring activities and community consultation sessions in Sri Lanka Colombo;
(d) 15% upon final acceptance of the Environmental Audit Report and issuance of the compliance certificate.
All payments shall be processed via bank transfer to the account designated by the contractor. Invoices must reference this Purchase Order number (PO/2025/ENV/00472) and shall be payable within thirty (30) calendar days of receipt of a valid invoice.
- This Purchase Order constitutes a binding agreement between GreenSolutions Lanka (Pvt) Ltd. and EnviroTech Consulting Engineers (Pvt) Ltd. upon written acceptance by both parties. All terms are governed by the laws of the Democratic Socialist Republic of Sri Lanka.
- The Environmental Engineer shall maintain comprehensive professional indemnity insurance with a minimum coverage of LKR 20,000,000 for the entire duration of the engagement in Sri Lanka Colombo.
- All work performed under this Purchase Order shall comply with the standards set forth by the CEA, the Sri Lanka Standards Institution (SLSI), and applicable international environmental guidelines (ISO 14001, ISO 14006).
- The contractor shall not subcontract any portion of the Environmental Engineer services without prior written consent from the Buyer. Any approved subcontracting shall not relieve the contractor of its obligations under this Purchase Order.
- Confidentiality: All data, reports, and findings generated during the engagement in Sri Lanka Colombo shall remain the exclusive property of the Buyer. The Environmental Engineer shall not disclose project-specific information to any third party without written authorization.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination for convenience, the Buyer shall compensate the contractor for all work completed and verified up to the date of termination.
- Dispute Resolution: Any disputes arising from this Purchase Order shall first be attempted to be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be referred to arbitration in Colombo, Sri Lanka, in accordance with the Arbitration Act of Sri Lanka.
- The Environmental Engineer shall submit a progress report to the Buyer on the 1st and 15th of every month detailing activities undertaken, findings, and any environmental risks identified in the Sri Lanka Colombo project area.
- Force Majeure: Neither party shall be liable for delays caused by natural disasters, government-imposed restrictions, or other events beyond reasonable control, provided that written notice is given within seven (7) days of the occurrence.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Environmental Engineer services in Sri Lanka Colombo.
