2. Purpose and Scope of This Purchase Order

This Purchase Order is issued by the Afghanistan Kabul Fire & Rescue Directorate to procure a comprehensive package of Firefighter personal protective equipment, structural firefighting apparatus, and emergency response supplies. The entire procurement is intended to strengthen the operational readiness of Firefighter units stationed across the Afghanistan Kabul metropolitan area, including the districts of Karim Khan, Wazir Akbar Khan, and Darulaman. The equipment specified herein must meet or exceed the International Firefighter Safety Standards (NFPA 1971/1977) and be suitable for the extreme climatic conditions experienced in Afghanistan Kabul, where summer temperatures regularly exceed 45°C and winter conditions bring sub-zero temperatures with heavy dust and sand exposure.

4. Delivery and Logistics — Afghanistan Kabul

All items under this Purchase Order shall be delivered to the Afghanistan Kabul Fire & Rescue Central Depot, Darulaman District, Kabul, Afghanistan. The supplier is responsible for all international shipping, customs clearance at Kabul International Airport (KBL), and final ground transport to the designated Firefighter stations within the Afghanistan Kabul city limits. Delivery must account for the security environment in Afghanistan Kabul, and the supplier shall coordinate with the Buyer's logistics team for any required security escorts or convoy arrangements. All Firefighter equipment must be packaged in climate-controlled containers to prevent damage during transit through the arid and dusty conditions of the Afghanistan Kabul region.

5. Payment Terms
  1. 30% advance payment upon confirmation and acceptance of this Purchase Order by both parties.
  2. 50% payment upon verified delivery and inspection of all Firefighter equipment at the Afghanistan Kabul depot.
  3. 20% final payment upon successful completion of the Firefighter training program and 30-day warranty acceptance period.
  4. All payments shall be made via irrevocable Letter of Credit issued by a recognized international bank, denominated in USD.
  5. Payment processing time: 15 business days from receipt of valid invoice and supporting documentation.
6. Terms and Conditions
  1. This Purchase Order is governed by the United Nations Convention on Contracts for the International Sale of Goods (CISG).
  2. All Firefighter equipment must carry a minimum 24-month warranty from the date of delivery in Afghanistan Kabul.
  3. The supplier shall provide full technical documentation, user manuals in English and Dari, and maintenance schedules for all Firefighter gear.
  4. Any deviation from the specifications stated in this Purchase Order requires written approval from the Buyer's Procurement Officer prior to shipment.
  5. The supplier warrants that all Firefighter equipment is new, unused, and free from any liens or encumbrances.
  6. Force majeure events, including but not limited to security disruptions in Afghanistan Kabul, shall be addressed through mutual consultation and shall not constitute grounds for contract termination without 60 days' written notice.
  7. Disputes arising from this Purchase Order shall be resolved through arbitration in Dubai, UAE, under the rules of the Dubai International Arbitration Centre (DIAC).
  8. The supplier shall comply with all applicable Afghan import regulations, customs duties, and Firefighter safety certification requirements for equipment deployed in Afghanistan Kabul.
7. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the procurement of Firefighter equipment and services for deployment in Afghanistan Kabul. This document constitutes a binding agreement upon execution by both authorized representatives.
