Terms & Conditions
  1. Scope of Purchase: This Purchase Order authorizes the acquisition of all firefighter equipment, personal protective equipment (PPE), communication devices, and training apparatus listed above, exclusively for the operational use of the Firefighter Corps (Corpo de Bombeiros Militar) serving the Federal District of Brazil Brasília. All items must meet or exceed the standards established by ABNT (Associação Brasileira de Normas Técnicas) and, where applicable, NFPA international firefighter safety standards.
  2. Delivery: The Supplier shall deliver all items to the designated Firefighter Headquarters located in the Setor de Áreas Isoladas Sul (SAIS) district of Brasília, DF, Brazil, no later than 30 July 2025. Partial deliveries are permitted provided that each shipment is accompanied by a detailed packing list and a certificate of conformity for the firefighter equipment in question. Delivery to secondary fire stations within Brasília's administrative regions (Gama, Taguatinga, Ceilândia, Planaltina, and others) shall be coordinated by the Buyer's logistics team.
  3. Quality Assurance: All firefighter gear must be accompanied by manufacturer's test certificates, material safety data sheets (MSDS), and compliance documentation. The Buyer reserves the right to inspect and reject any item that does not meet the specified firefighter performance criteria. Rejected items must be replaced within 15 business days at no additional cost to the Buyer.
  4. Payment Terms: Payment shall be made in three installments: (a) 30% upon signing of this Purchase Order; (b) 50% upon confirmed delivery and acceptance of all firefighter equipment at the Brasília delivery site; (c) 20% upon completion of a 90-day operational warranty period with no reported defects. Payment shall be via bank transfer (TED/PIX) to the account specified by the Supplier. All amounts are denominated in Brazilian Reais (BRL) and are subject to applicable Federal District (DF) taxation.
  5. Warranty: The Supplier guarantees all firefighter equipment against manufacturing defects for a minimum period of 24 months from the date of acceptance in Brasília. This warranty covers structural integrity, electronic components (radios, thermal cameras, SCBA gauges), and material degradation under normal firefighter operational use. The warranty does not cover damage resulting from misuse, improper storage, or failure to follow the manufacturer's maintenance schedule.
  6. Compliance with Brazilian Law: This Purchase Order is governed by the laws of the Federative Republic of Brazil, specifically Law No. 14.133/2021 (Federal Public Procurement Law) and the regulations of the Federal District. Any dispute arising from this Purchase Order shall be resolved in the courts of Brasília, DF, Brazil, or through arbitration in Brasília under the rules of the CAM-CCBC (Câmara de Arbitragem do Centro de Conciliação e Arbitragem do Brasil).
  7. Confidentiality: The Supplier acknowledges that the specifications, quantities, and deployment locations of the firefighter equipment purchased under this order are classified as sensitive operational information of the Firefighter Corps of Brasília. The Supplier shall not disclose any details of this Purchase Order to third parties without prior written authorization from the Buyer.
  8. Force Majeure: Neither party shall be liable for delays or failures in performance caused by events beyond reasonable control, including but not limited to natural disasters (wildfires, severe storms common in the Brasília region), government-mandated shutdowns, or supply chain disruptions. Affected parties must notify the other within 48 hours of the occurrence.
  9. Environmental & Disposal: The Supplier shall provide end-of-life disposal guidance for all firefighter equipment, particularly SCBA cylinders, electronic components, and chemical-resistant fabrics, in accordance with Brazilian environmental regulations (CONAMA resolutions) and the Federal District's waste management protocols.
  10. Amendments: Any modification to this Purchase Order, including changes to quantities, specifications, delivery dates, or pricing of the firefighter equipment, must be made in writing and signed by authorized representatives of both parties. Verbal agreements are not binding.
