All items listed in this Purchase Order shall be delivered to the Addis Ababa Fire and Rescue Department central warehouse located in Bole Sub-City, Woreda 03, Ethiopia Addis Ababa. The vendor is responsible for all transportation, insurance, and handling costs from the point of origin to the designated Firefighter storage facility. Delivery must be completed no later than 30 August 2025. Partial deliveries are permitted provided that each shipment is accompanied by a packing list referencing this Purchase Order number (PO-ET-ABA-2025-04782). All Firefighter equipment must be in original manufacturer packaging with visible certification labels. The vendor shall coordinate with the Addis Ababa Firefighter logistics team at least 72 hours prior to each delivery to confirm receiving hours and dock availability.
Upon receipt, the Addis Ababa Fire and Rescue Department reserves the right to inspect all Firefighter equipment against the specifications stated in this Purchase Order. Any item found to be defective, non-compliant with the stated international standards (NFPA, EN, or ISO), or damaged in transit shall be rejected and returned to the vendor at the vendor's sole expense. The vendor must replace rejected items within fourteen (14) calendar days. All Firefighter protective gear must carry valid certificates of conformity and traceability documentation. The vendor shall provide a minimum five-year warranty on all structural Firefighter turnout gear and SCBA units, and a two-year warranty on all electronic and hydraulic equipment.
Payment for this Purchase Order shall be made in Ethiopian Birr (ETB) via bank transfer to the vendor's designated account. The payment schedule is as follows: a thirty percent (30%) advance payment upon signing and acceptance of this Purchase Order; a fifty percent (50%) payment upon successful delivery and inspection of all Firefighter equipment at the Addis Ababa warehouse; and a final twenty percent (20%) retention payment released thirty (30) days after the completion of the warranty acceptance period. The vendor shall submit a valid tax invoice referencing this Purchase Order number with each payment request. Late payments beyond the Net 45-day term shall incur a penalty of 1.5% per month, in accordance with Ethiopian commercial law.
This Purchase Order is governed by the laws of the Federal Democratic Republic of Ethiopia. Any disputes arising from the interpretation or execution of this Purchase Order shall be resolved through negotiation between the parties, and if unresolved, through the competent courts of Ethiopia Addis Ababa. The vendor acknowledges that all Firefighter equipment procured under this Purchase Order is intended for the protection of public safety personnel and the citizens of Addis Ababa. The vendor shall comply with all Ethiopian import regulations, customs duties, and local labor standards. This Purchase Order becomes effective upon signature by both parties and remains valid until all obligations are fulfilled. No modification to this Purchase Order shall be valid unless made in writing and signed by authorized representatives of both the Addis Ababa Fire and Rescue Department and the vendor.
