3. Purpose and Scope of This Purchase Order
This Purchase Order is issued by the Abidjan Fire & Rescue Services Directorate to procure specialized Firefighter personal protective equipment, structural firefighting apparatus, and emergency response supplies for deployment across the city of Abidjan, Ivory Coast. The procurement is necessitated by the expansion of the Firefighter corps in Abidjan to cover newly developed residential and commercial zones in Yopougon, Abobo, and Cocody. All items listed in this Purchase Order must comply with the European Standard EN 469 (Protective clothing for firefighters) and the applicable Ivorian national safety regulations governing Firefighter operations in the Ivory Coast Abidjan metropolitan area.

5. Delivery and Logistics – Ivory Coast Abidjan
All goods covered by this Purchase Order shall be delivered DDP (Delivered Duty Paid) to the Abidjan Fire Station Central Depot, Boulevard Latrille, Plateau, Abidjan, Ivory Coast. The supplier is responsible for all international shipping, customs clearance at the Port of Abidjan, and final delivery to the designated Firefighter stations throughout the Ivory Coast Abidjan metropolitan area. Delivery must be completed no later than 30 November 2025. The supplier shall provide a detailed packing list and certificate of conformity for each Firefighter equipment item prior to shipment. All packaging must be suitable for the tropical humidity conditions prevalent in Ivory Coast Abidjan to prevent moisture damage to electronic components and textile gear.
6. Payment Terms
Payment for this Purchase Order shall be made as follows:
- 30% Advance Payment: 58,626,000 XOF, due within 15 business days of Purchase Order acceptance, via irrevocable letter of credit issued by a bank in Abidjan, Ivory Coast.
- 60% on Delivery: 117,252,000 XOF, due within 30 days of confirmed delivery and inspection at the Abidjan Firefighter depot.
- 10% Retention: 19,542,000 XOF, due 12 months after delivery, subject to satisfactory performance of all Firefighter equipment in operational conditions in Ivory Coast Abidjan.
7. Quality Assurance and Inspection
Upon arrival in Ivory Coast Abidjan, a joint inspection team comprising representatives of the Abidjan Fire & Rescue Services Directorate and an independent third-party quality assurance firm shall inspect all Firefighter equipment. Each item must bear valid CE marking and EN certification. Any Firefighter gear found to be defective, non-conforming, or damaged in transit shall be replaced at the supplier's sole expense within 60 days. The supplier warrants all Firefighter equipment for a minimum of five (5) years from the date of delivery in Abidjan.
8. Training and Technical Support
As part of this Purchase Order, the supplier shall provide a minimum of ten (10) days of on-site training for Firefighter personnel at the Abidjan Firefighter Academy, covering the operation, maintenance, and emergency protocols for all procured equipment. Two (2) certified technical engineers from the supplier shall be stationed in Ivory Coast Abidjan for the first three (3) months following delivery to assist with commissioning and to address any operational issues with the Firefighter apparatus.
9. General Terms and Conditions
- This Purchase Order is governed by the laws of the Republic of Côte d'Ivoire (Ivory Coast) and the United Nations Convention on Contracts for the International Sale of Goods (CISG).
- Any disputes arising from this Purchase Order shall be resolved by arbitration in Abidjan, Ivory Coast, in accordance with the rules of the Ivorian Chamber of Commerce.
- The supplier shall maintain comprehensive marine and cargo insurance for the full value of the Firefighter equipment during transit to Ivory Coast Abidjan.
- Force majeure events, including but not limited to port strikes in Abidjan or regional political instability in Ivory Coast, shall extend delivery deadlines by a period equivalent to the duration of the event.
- This Purchase Order constitutes the entire agreement between the parties and supersedes all prior negotiations, representations, or agreements relating to the Firefighter equipment procurement for Abidjan.
