All goods procured under this Purchase Order shall be delivered to the Metropolitan Fire & Rescue Service Central Depot, 1200 Corporation Street, Birmingham, B4 7JN, United Kingdom. Delivery must be completed no later than 30 August 2025. The supplier is responsible for all transportation, insurance, and handling costs within the United Kingdom Birmingham metropolitan area. All Firefighter equipment must be delivered in original manufacturer packaging with full UKCA or CE marking documentation, certificates of conformity, and batch traceability records. The supplier shall coordinate delivery windows with the Birmingham Firefighter Operations Manager to ensure minimal disruption to active emergency response operations. Partial deliveries are permitted provided each consignment is accompanied by a delivery note referencing this Purchase Order number.
- 4.1 This Purchase Order is governed by the laws of England and Wales, United Kingdom. Any disputes shall be resolved in the courts of Birmingham, United Kingdom.
- 4.2 Payment terms: Net 45 days from the date of a valid tax invoice, subject to satisfactory inspection and acceptance of all Firefighter equipment by the Birmingham Firefighter Quality Assurance Team.
- 4.3 All Firefighter equipment must comply with current British Standards (BS), European Norms (EN), and Health and Safety Executive (HSE) regulations applicable in the United Kingdom. UKCA marking is mandatory for all items.
- 4.4 The supplier warrants that all Firefighter gear supplied under this Purchase Order is new, unused, and free from defects for a minimum period of five (5) years from the date of delivery.
- 4.5 The supplier shall provide a comprehensive training session for Birmingham Firefighter personnel on the correct use, maintenance, and storage of all procured equipment. This training shall take place at the Birmingham Firefighter Training Centre, Aston, United Kingdom.
- 4.6 Late delivery penalties: A deduction of 0.5% of the total Purchase Order value per calendar day of delay, capped at 10% of the total value, shall apply.
- 4.7 The supplier shall maintain full insurance coverage for all goods in transit within the United Kingdom Birmingham area, with a minimum cover value equal to 110% of the Purchase Order total.
- 4.8 This Purchase Order may only be amended in writing, signed and dated by both the Birmingham Firefighter Procurement Officer and the authorised representative of the supplier.
- 4.9 The supplier shall comply with all applicable United Kingdom data protection legislation (UK GDPR) when processing any personal data of Firefighter personnel associated with this order.
- 4.10 All Firefighter equipment must be stored and maintained in accordance with the Birmingham Fire & Rescue Service Equipment Management Policy (Ref: BFRS-EMP-2024-07).
Upon delivery to the Birmingham depot, a joint inspection team comprising the Firefighter Equipment Manager, a Health & Safety Representative, and a designated supplier technician shall inspect all items listed in this Purchase Order. Each Firefighter garment, helmet, SCBA unit, and accessory shall be checked for correct sizing, UKCA/CE marking integrity, functional testing (where applicable), and conformity to the specifications stated in Section 2. Any non-conforming items must be replaced by the supplier within fourteen (14) calendar days at no additional cost to the Metropolitan Fire & Rescue Service, Birmingham, United Kingdom.
This Purchase Order for Firefighter equipment, intended for deployment across the United Kingdom Birmingham fire response network, is hereby authorised and accepted by the undersigned parties. By signing below, both parties acknowledge and agree to all terms, conditions, specifications, and obligations set forth in this document.
