1. PURPOSE AND SCOPE OF THIS PURCHASE ORDER

This Purchase Order is issued by the Tashkent City Fire and Rescue Service, operating under the Ministry of Emergency Situations of the Republic of Uzbekistan, to procure a comprehensive set of Firefighter personal protective equipment (PPE), structural firefighting gear, and specialized rescue apparatus. The entire shipment shall be delivered to the designated receiving facility located in Uzbekistan Tashkent, specifically at the Central Fire Station Depot on Amir Temur Avenue. This Purchase Order is governed by the procurement regulations of the Republic of Uzbekistan and the applicable international trade agreements. 3. DELIVERY TERMS AND LOGISTICS

The Supplier shall deliver all Firefighter equipment listed in this Purchase Order to the following address in Uzbekistan Tashkent: Central Fire Station Depot, 40 Amir Temur Avenue, Tashkent 100011, Republic of Uzbekistan. Delivery shall be made on a CIF (Cost, Insurance, and Freight) basis to the Port of Tashkent Inland Terminal. The Supplier is responsible for all packaging, crating, and labeling in accordance with the customs requirements of the Republic of Uzbekistan. Each crate must be clearly marked with the words "Firefighter Equipment – Fragile – Keep Dry" and the corresponding PO number. The estimated delivery window is no later than 90 calendar days from the date of this Purchase Order. The Supplier must provide a Bill of Lading, Certificate of Origin, and a detailed Packing List to the Uzbekistan customs authority at the Tashkent International Airport or the Tashkent Inland Dry Port prior to arrival. All Firefighter gear must be new, unused, and accompanied by manufacturer warranties valid for a minimum of five (5) years from the date of delivery in Uzbekistan Tashkent.

4. PAYMENT TERMS

Payment for this Purchase Order shall be made in United States Dollars (USD) via irrevocable Letter of Credit (LC) issued by the National Bank of the Republic of Uzbekistan, Tashkent branch, in favor of the Supplier. The payment schedule is as follows: (a) 30% advance payment upon confirmation of the Purchase Order and issuance of the LC; (b) 50% upon presentation of shipping documents and proof of dispatch from the Supplier's facility; and (c) the remaining 20% upon successful inspection, acceptance, and installation of all Firefighter equipment at the receiving depot in Uzbekistan Tashkent. Late payment beyond the stipulated terms shall incur a penalty of 1.5% per month. The Supplier shall provide a valid tax invoice for each disbursement in accordance with the tax code of the Republic of Uzbekistan.

5. QUALITY ASSURANCE AND INSPECTION

Upon arrival in Uzbekistan Tashkent, a joint inspection team comprising representatives of the Tashkent City Fire and Rescue Service and an independent third-party quality assurance firm shall inspect all Firefighter equipment within ten (10) business days. Any items found to be defective, damaged in transit, or non-compliant with the specifications stated in this Purchase Order shall be rejected and returned to the Supplier at the Supplier's sole expense. The Supplier guarantees that all Firefighter PPE and apparatus meet or exceed the standards referenced in Section 1. A full set of test certificates, material safety data sheets (MSDS), and user manuals in both English and Uzbek shall accompany each shipment. The Supplier shall also provide a two-day on-site training session in Uzbekistan Tashkent for the receiving Firefighter personnel on the proper use, maintenance, and storage of the thermal imaging cameras, SCBA units, and radio communication sets.

6. WARRANTIES AND LIABILITY

The Supplier warrants that all goods furnished under this Purchase Order are free from defects in material and workmanship. The warranty period for structural Firefighter turnout gear (coats, pants, helmets, boots, gloves) is five (5) years from the date of acceptance in Uzbekistan Tashkent. The warranty period for SCBA units, thermal imaging cameras, and radio sets is three (3) years. The Supplier shall repair or replace, at no additional cost, any Firefighter equipment that fails within the warranty period due to manufacturing defects. The Supplier's total liability under this Purchase Order shall not exceed the Grand Total amount stated herein. This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Uzbekistan, and any disputes shall be resolved through arbitration at the International Commercial Arbitration Court under the Chamber of Commerce and Industry of the Republic of Uzbekistan, seated in Tashkent.

7. GENERAL CONDITIONS
  • This Purchase Order becomes effective upon signature by both parties and the issuance of the Letter of Credit.
  • Any modifications to this Purchase Order must be made in writing and signed by authorized representatives of both the Buyer and the Supplier.
  • The Supplier shall maintain adequate insurance coverage for all Firefighter equipment in transit to Uzbekistan Tashkent.
  • The Buyer reserves the right to cancel this Purchase Order in whole or in part with 30 days' written notice if the Supplier fails to meet the delivery deadline.
  • All intellectual property rights related to the Firefighter equipment designs remain with the Supplier; the Buyer receives a non-exclusive license to use the equipment for official fire and rescue operations in Uzbekistan Tashkent.
  • This Purchase Order constitutes the entire agreement between the parties and supersedes all prior negotiations, representations, or agreements relating to the subject matter herein.
