This Purchase Order is issued by the Alexandria Coastal Infrastructure Development Authority to formally engage a qualified Geologist and associated geological field team to conduct comprehensive subsurface investigation, geological mapping, and environmental risk assessment for the proposed coastal road expansion project along the Egypt Alexandria waterfront. The Geologist shall serve as the Principal Investigator and shall be responsible for all technical deliverables, field supervision, laboratory coordination, and final reporting in accordance with Egyptian Geological Survey and Mining Authority (EGSMA) standards and international best practices.

The scope of work assigned to the Geologist includes, but is not limited to: borehole drilling supervision at no fewer than twenty-four (24) designated locations across the Egypt Alexandria coastal zone; in-situ geotechnical testing including Standard Penetration Tests (SPT), Cone Penetration Tests (CPT), and vane shear tests; geological cross-section preparation; identification and classification of soil and rock strata; assessment of seismic vulnerability specific to the Egypt Alexandria tectonic setting; and preparation of a final geological report suitable for submission to the Egyptian Ministry of Housing and Urban Development.

  1. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Arab Republic of Egypt, specifically the Egyptian Civil Code and the Egyptian Public Procurement Law (Law No. 182 of 2018). All disputes arising from this Purchase Order shall be resolved by the competent courts in Egypt Alexandria.
  2. Delivery and Performance: The Geologist and the full field team shall mobilize to the Egypt Alexandria project site no later than 10 July 2025. All fieldwork shall be completed within ninety (90) calendar days from the date of mobilization. The final geological report shall be submitted to the Purchaser within fifteen (15) business days following completion of all field activities.
  3. Payment Terms: Payment shall be made in three (3) installments: (a) 30% advance payment upon execution of this Purchase Order; (b) 50% upon completion and acceptance of all fieldwork in Egypt Alexandria; (c) 20% upon delivery and approval of the final geological report. All payments shall be made via bank transfer to the account designated by the Supplier. Payment is due within thirty (30) days of invoice receipt.
  4. Qualifications of the Geologist: The Principal Geologist engaged under this Purchase Order must hold a minimum of a Master's degree in Geology or Geotechnical Engineering from an accredited Egyptian or internationally recognized university, possess at least fifteen (15) years of professional experience in coastal and marine geology, and be registered with the Egyptian Syndicate of Engineers. The Geologist must demonstrate prior experience with projects in Egypt Alexandria or comparable Mediterranean coastal environments.
  5. Compliance and Permits: The Supplier shall obtain all necessary permits from the Egypt Alexandria Governorate, the Egyptian Geological Survey and Mining Authority (EGSMA), and the Egyptian Environmental Affairs Agency (EEAA) prior to commencing any fieldwork. The Geologist shall ensure full compliance with Egyptian environmental regulations and local municipal bylaws applicable to the Egypt Alexandria coastal zone.
  6. Insurance: The Supplier shall maintain comprehensive professional liability insurance and workers' compensation coverage for all personnel, including the Geologist and field team, for the entire duration of the contract. Minimum coverage shall be EGP 5,000,000 per occurrence.
  7. Confidentiality: All geological data, borehole logs, test results, and reports generated under this Purchase Order shall be treated as confidential property of the Purchaser. The Geologist and all team members shall sign individual non-disclosure agreements prior to accessing project data. No data pertaining to the Egypt Alexandria subsurface conditions shall be disclosed to third parties without written consent from the Purchaser.
  8. Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination for convenience by the Purchaser, the Supplier shall be compensated for all work completed and documented up to the termination date, as certified by the Geologist's progress reports.
  9. Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to natural disasters, government-imposed restrictions in Egypt Alexandria, or pandemics, provided that the affected party notifies the other in writing within five (5) business days.
  10. Warranty: The Geologist warrants that all geological interpretations, classifications, and recommendations contained in the final report shall be accurate to the best of professional judgment based on the data collected. The Supplier shall provide a twelve (12) month warranty period from the date of final report acceptance, during which the Geologist shall respond to any queries or provide supplementary analysis at no additional cost.

By signing below, both parties acknowledge that they have read, understood, and agree to all terms and conditions set forth in this Purchase Order. This document constitutes a binding agreement for the engagement of the Geologist and associated services for the Egypt Alexandria coastal infrastructure project.
