The Human Resources Manager engaged pursuant to this Purchase Order shall perform the following duties within the Afghanistan Kabul operational area:
- Develop and execute a comprehensive human resources strategy aligned with the organizational mission, ensuring all workforce decisions are made in accordance with the legal framework governing employment in Afghanistan Kabul.
- Manage the full recruitment lifecycle, including job postings, candidate screening, interviews, background verification, and final hiring decisions for all positions within the Afghanistan Kabul office complex.
- Administer employee compensation, benefits, leave policies, and grievance resolution mechanisms in strict compliance with the Labor Law of the Islamic Republic of Afghanistan.
- Conduct quarterly workforce analytics and submit detailed reports to the senior leadership of the purchasing entity, highlighting headcount changes, turnover rates, and productivity metrics specific to the Afghanistan Kabul operations.
- Coordinate with local government labor offices in Afghanistan Kabul to maintain all necessary employment registrations, social security contributions, and statutory filings.
- Design and deliver leadership development workshops and diversity and inclusion programs tailored to the cultural and professional context of Afghanistan Kabul.

- Contract Duration: This Purchase Order covers a period of twelve (12) months commencing on 01 July 2025. Renewal shall be subject to mutual written agreement and a separate Purchase Order issued by the purchasing entity in Afghanistan Kabul.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of material breach by the Human Resources Manager, the purchasing entity reserves the right to terminate immediately upon written notice served at the Afghanistan Kabul office address.
- Confidentiality: The Human Resources Manager shall maintain strict confidentiality regarding all employee data, organizational strategies, and proprietary information encountered during the course of duties in Afghanistan Kabul. This obligation shall survive the termination of this Purchase Order for a period of two (2) years.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Afghanistan. Any disputes arising from this Purchase Order shall be resolved through the competent courts in Afghanistan Kabul.
