The Human Resources Manager engaged under this Purchase Order must demonstrate proven expertise in Japanese labor law (including the Labor Standards Act, the Act on the Secrecy of Personal Information, and the Act on the Substantive Equality of Men and Women), employee benefits administration under the Japan Kyoto municipal framework, performance management systems, and cross-cultural team leadership. The role requires a minimum of eight (8) years of progressive Human Resources management experience, with at least three (3) years in a senior HR leadership capacity within a Japanese corporate environment.
The vendor, Nishiki Executive Talent Solutions, Inc., is hereby authorized to conduct the full recruitment cycle, including candidate sourcing, structured interviews, background verification, reference checks, and final placement, in accordance with the specifications outlined in this Purchase Order. All recruitment activities must be conducted in full compliance with the Japan Kyoto municipal employment regulations and national labor standards.
