This Purchase Order is issued to formally procure the professional services of a qualified Human Resources Manager to oversee all human capital functions for the company’s regional operations headquartered in Myanmar Yangon. The engagement covers a twelve (12) month initial contract period, with the option to extend for an additional two (2) years subject to mutual agreement and performance evaluation.
The Human Resources Manager shall be responsible for the full spectrum of human resources management activities, including but not limited to: workforce planning and organizational development, recruitment and onboarding of staff within the Yangon metropolitan area, compensation and benefits administration compliant with Myanmar labor law, employee relations and dispute resolution, training and professional development programs, performance appraisal systems, and statutory compliance with the Myanmar Labour Law (2011) and all applicable regulations enforced by the Ministry of Labour, Immigration and Population of the Republic of the Union of Myanmar.

4.1 This Purchase Order is governed by the laws of the Republic of the Union of Myanmar, specifically the Myanmar Labour Law (2011), the Myanmar Companies Law (2017), and all applicable regulations of the Yangon Region administrative authorities.
4.2 The Human Resources Manager shall report directly to the Regional Director for Myanmar Yangon and shall maintain a physical presence at the company’s Yangon office no fewer than five (5) business days per week.
4.3 Payment terms: Net 30 days from the date of invoice submission. Invoices shall be submitted on the last working day of each calendar month. All payments shall be made via bank transfer to the designated account in Myanmar Kyat.
4.4 The Human Resources Manager is required to hold a minimum of a Bachelor’s degree in Human Resource Management, Business Administration, or a related field, along with a minimum of seven (7) years of progressive HR management experience, of which at least three (3) years must have been in a senior HR leadership role within Myanmar or a comparable Southeast Asian market.
4.5 The candidate must demonstrate fluency in both Burmese and English, as all official documentation, employee communications, and regulatory filings in Myanmar Yangon require proficiency in both languages.
4.6 This Purchase Order may be terminated by either party with thirty (30) days’ written notice. In the event of termination for convenience, the Human Resources Manager shall be compensated for all services rendered up to the effective date of termination.
4.7 All intellectual property, employee records, and organizational data developed or managed under this Purchase Order shall remain the exclusive property of the issuing company.
The Human Resources Manager shall ensure that all employment practices conducted under this Purchase Order comply with the following:
- Myanmar Labour Law (2011) and its amendments
- Myanmar Social Security Law (2012)
- Yangon Region local employment and workplace safety ordinances
- Myanmar Income Tax Law (2011) for payroll withholding
- Anti-discrimination and equal opportunity provisions under Myanmar law
- Company internal code of conduct and ethical standards
