This Purchase Order is issued by Amsterdam Metropolitan Business Group B.V. for the procurement of professional Human Resources Manager services. The Human Resources Manager shall be engaged on a full-time contractual basis to oversee, manage, and optimize all human capital functions within the organization. The role is to be performed primarily at the company headquarters located in Netherlands Amsterdam, with the possibility of remote work arrangements in accordance with Dutch labor law (Wet arbeidsvoorwaarden) and the applicable collective labor agreement (CAO).
The Human Resources Manager will be responsible for the strategic planning, recruitment, onboarding, performance management, employee relations, compliance with Dutch employment legislation, and the development of organizational culture across all business units operating in and around Netherlands Amsterdam. The candidate engaged under this Purchase Order must meet the following minimum qualifications to serve as Human Resources Manager in the Netherlands Amsterdam context:
- A minimum of a Master's degree in Human Resource Management, Business Administration, or a related field from an accredited institution.
- A minimum of seven (7) years of progressive experience in human resources, with at least three (3) years in a senior or managerial HR capacity.
- Demonstrated knowledge of Dutch employment law, including the Wet arbeidsvoorwaarden, the CAO applicable to the sector, and EU labor regulations as they apply in Netherlands Amsterdam.
- Fluency in English and Dutch (minimum B2 level in Dutch, C1 level in English) to effectively manage a multicultural workforce in the Netherlands Amsterdam metropolitan area.
- Professional certification such as SHRM-SCP, CIPD Level 7, or equivalent Dutch HR certification (e.g., HR-adviseur registration) is strongly preferred.
- Proven experience in managing diverse, international teams and navigating the specific labor market dynamics of Netherlands Amsterdam.
- Governing Law: This Purchase Order and the resulting employment or service agreement shall be governed by and interpreted in accordance with the laws of the Kingdom of the Netherlands, with specific reference to labor regulations applicable in Netherlands Amsterdam.
- Payment Terms: All compensation and benefits outlined in this Purchase Order shall be disbursed on the last working day of each calendar month via direct bank transfer to the Human Resources Manager's designated account. Invoicing for non-salary items (Items 04–07) shall be processed within thirty (30) days of receipt of a valid invoice bearing the VAT number of the supplier.
- Probation Period: The Human Resources Manager shall serve a probationary period of three (3) months from the start date, in compliance with Dutch statutory requirements. During this period, either party may terminate the engagement with a notice period of one (1) week.
- Notice Period: Following the probationary period, the statutory notice period as defined in the applicable CAO shall apply. The employer's notice period shall not exceed four (4) months, and the employee's notice period shall be one (1) month.
- Working Hours: The Human Resources Manager shall work a standard 40-hour week, Monday through Friday, in accordance with the Dutch Working Hours Act (Wet arbeidsduur). The primary workplace shall be the company office in Netherlands Amsterdam, with up to two (2) days per week of remote work permitted by mutual agreement.
- Confidentiality & Data Protection: The Human Resources Manager shall comply with the General Data Protection Regulation (GDPR) and the Dutch UAVG (Uitvoeringswet AVG) in handling all employee personal data. A separate Non-Disclosure Agreement (NDA) shall be executed prior to the start date.
- Intellectual Property: All work products, strategies, policies, and documentation created by the Human Resources Manager in the course of duties shall remain the exclusive property of Amsterdam Metropolitan Business Group B.V.
- Termination for Cause: Either party may terminate this engagement immediately for just cause (redenen van gewicht) as defined under Article 7:676 of the Dutch Civil Code (Burgerlijk Wetboek).
- Dispute Resolution: Any disputes arising from this Purchase Order shall first be subject to mediation. If unresolved, disputes shall be referred to the competent labor court (kantonrechter) in Netherlands Amsterdam.
- Amendments: No modification to this Purchase Order shall be valid unless made in writing and signed by both parties.
This Purchase Order constitutes a formal request for the engagement of a Human Resources Manager and, upon acceptance by the qualified candidate or staffing agency, shall form the basis of the contractual relationship. The total committed expenditure under this Purchase Order is EUR 320,345.56 (inclusive of 21% VAT) over the 24-month contract period. All funds have been allocated within the FY2025–2026 Human Resources budget of Amsterdam Metropolitan Business Group B.V.
