This Purchase Order authorizes the procurement of professional recruitment and HR consulting services specifically for the establishment of a Human Resources Manager position within Meridian Corporate Solutions A.Ş.'s Istanbul headquarters. The Human Resources Manager shall be responsible for overseeing all personnel matters, employee relations, recruitment pipelines, training and development programs, compensation and benefits administration, and labor compliance across all Meridian operations located in Turkey Istanbul and its surrounding metropolitan districts, including Kadıköy, Beşiktaş, and Üsküdar satellite offices.
The appointed Human Resources Manager must hold a minimum of a Bachelor's degree in Human Resources Management, Business Administration, or a related field from an accredited Turkish or internationally recognized university. A minimum of seven (7) years of progressive HR experience, with at least three (3) years in a managerial capacity within the Istanbul business environment, is required. Fluency in Turkish is mandatory; professional proficiency in English is strongly preferred given the multinational nature of Meridian's client base in Turkey Istanbul.
4.1 Payment Terms: Payment shall be made within thirty (30) calendar days of receipt of a valid invoice (fatura) from Anadolu Talent Partners A.Ş. Payment shall be processed via bank transfer (havale/EFT) to the vendor's designated IBAN account. All amounts stated in this Purchase Order are in Turkish Lira (TRY) and are inclusive of applicable taxes unless otherwise noted.
4.2 Delivery and Commencement: The Human Resources Manager candidate shall be presented to Meridian's executive committee no later than 21 July 2025. The successful candidate's start date shall be no later than 15 September 2025, subject to mutual agreement and completion of all background checks and SGK registration procedures in Turkey Istanbul.
4.3 Governing Law and Jurisdiction: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Turkey. Any disputes arising from or in connection with this Purchase Order shall be subject to the exclusive jurisdiction of the courts and arbitration centers located in Istanbul, Turkey. The Istanbul Chamber of Commerce (İstanbul Ticaret Odası) arbitration rules shall apply in the event of a dispute.
4.4 Confidentiality: All information exchanged in connection with this Purchase Order, including candidate data, compensation structures, and internal organizational details of Meridian Corporate Solutions A.Ş., shall be treated as strictly confidential in compliance with the Turkish Personal Data Protection Law (KVKK – Law No. 6698) and the General Data Protection Regulation (GDPR) where applicable to EU-based stakeholders in Turkey Istanbul.
4.5 Cancellation: Meridian reserves the right to cancel or modify this Purchase Order in writing up to fourteen (14) days prior to the scheduled commencement of services. In the event of cancellation after the 90-day replacement guarantee period has been triggered, a pro-rata fee of 25% of the total contract value shall be payable to the vendor.
4.6 Compliance: The vendor warrants that all services rendered under this Purchase Order shall comply with Turkish Labor Law (4857), the Turkish Social Security Law (5510), Istanbul municipal employment ordinances, and all applicable regulations of the Ministry of Labor and Social Security (Çalışma ve Sosyal Güvenlik Bakanlığı) as they pertain to the Human Resources Manager role and the broader HR function in Turkey Istanbul.
By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the procurement of Human Resources Manager services in Turkey Istanbul. This document constitutes a binding agreement upon execution by authorized representatives of both parties.
