1. Scope of Purchase OrderThis Purchase Order is issued by the Kabul Industrial Development Authority (KIDA) to Global Engineering Solutions LLC for the procurement and deployment of a qualified Industrial Engineer to provide comprehensive process optimization, production line design, quality control implementation, and operational efficiency consulting services. The Industrial Engineer shall be physically stationed at the KIDA manufacturing and logistics facility located in Afghanistan Kabul, specifically within the industrial zone of Darulaman District. This Purchase Order governs all terms, conditions, deliverables, and financial obligations related to the engagement of the Industrial Engineer for the specified project duration in Afghanistan Kabul.

The Industrial Engineer engaged under this Purchase Order must possess a minimum of a Master's degree in Industrial Engineering, Operations Research, or a closely related discipline from an accredited university. The Industrial Engineer shall hold a minimum of eight (8) years of progressive professional experience in manufacturing process design, lean manufacturing systems, and supply chain management. Prior experience working in developing or conflict-affected regions, particularly in South Asia or the Middle East, is strongly preferred. The Industrial Engineer must demonstrate proficiency in statistical process control, facility layout optimization, ergonomics, and production scheduling. Professional certification such as CIE (Certified Industrial Engineer) or PMP (Project Management Professional) is required. The Industrial Engineer must be medically fit for long-term deployment in Afghanistan Kabul and must comply with all local regulations and security protocols established by the host authority.
4. Terms and Conditions4.1 This Purchase Order constitutes a binding agreement between the parties upon signature. All services rendered by the Industrial Engineer shall be performed at the designated KIDA facility in Afghanistan Kabul unless otherwise authorized in writing.
4.2 The Industrial Engineer shall submit monthly progress reports to the KIDA Procurement Director detailing process improvements implemented, efficiency metrics achieved, and recommendations for the following month's work plan in Afghanistan Kabul.
4.3 Payment shall be made in quarterly installments of USD 43,625.00, due within thirty (30) days of the end of each calendar quarter. Late payments shall incur a penalty of 1.5% per month.
4.4 The Purchase Order may be terminated by either party with sixty (60) days written notice. In the event of early termination, the Industrial Engineer shall complete all in-progress deliverables and submit a final transition report for the Afghanistan Kabul facility.
4.5 The Supplier shall be responsible for obtaining all necessary work permits, visas, and local registrations required for the Industrial Engineer to legally operate in Afghanistan Kabul. All associated government fees are included in Line Item 006.
4.6 All intellectual property, process documentation, and technical reports generated by the Industrial Engineer during the term of this Purchase Order shall become the exclusive property of KIDA and shall remain in Afghanistan Kabul.
4.7 The Industrial Engineer shall adhere to all local laws, cultural norms, and security directives applicable in Afghanistan Kabul. KIDA shall provide a designated security escort and safe transportation within the city limits.
4.8 Disputes arising from this Purchase Order shall be resolved through arbitration in accordance with the UNCITRAL rules, with the seat of arbitration in Dubai, UAE.
5. Acceptance and AuthorizationBy signing below, both parties acknowledge and agree to all terms specified in this Purchase Order for the engagement of the Industrial Engineer in Afghanistan Kabul. This document is valid for acceptance within fourteen (14) calendar days of the issue date.
