The Industrial Engineer engaged under this Purchase Order shall perform the following duties at the DSIDC facility in Tanzania Dar es Salaam:
- Conduct a comprehensive time-and-motion study across all three production lines within the first 30 days of engagement.
- Develop a value-stream mapping document identifying bottlenecks, waste, and non-value-adding activities in the current Tanzania Dar es Salaam manufacturing operations.
- Design and implement a 5S workplace organization system for all workshop areas.
- Produce a detailed layout optimization plan using simulation software to reduce material handling distances by a minimum of 25 percent.
- Establish a statistical process control (SPC) framework for critical quality parameters.
- Deliver a final Industrial Engineering report including recommendations for capital investment, workforce restructuring, and continuous improvement governance.
- Provide two on-site training sessions per month for DSIDC supervisors and line operators in Tanzania Dar es Salaam.
The Industrial Engineer and all associated equipment shall be mobilized to the DSIDC site in Tanzania Dar es Salaam no later than 1 July 2025. The project duration is six (6) calendar months, with a completion target of 31 December 2025. All deliverables shall be submitted to the Procurement Director at the Tanzania Dar es Salaam headquarters in both hard copy (three bound copies) and electronic format (PDF and editable source files).
Payment shall be made in Tanzanian Shillings (TZS) via bank transfer to the supplier's designated account. Invoices shall be submitted monthly and are payable within thirty (30) days of receipt of a valid invoice. A retention of ten percent (10%) shall be withheld from each monthly payment and released upon final acceptance of the project deliverables. Late payments shall attract interest at the rate prescribed by the Bank of Tanzania. This Purchase Order is governed by the laws of the United Republic of Tanzania, and any disputes shall be resolved through arbitration in Tanzania Dar es Salaam in accordance with the Tanzania Arbitration Act, Cap. 33.
- The Industrial Engineer must hold a valid professional registration with the Engineering Board of Tanzania and a current practicing certificate.
- The supplier shall maintain comprehensive professional indemnity insurance with a minimum cover of TZS 200,000,000 for the duration of this Purchase Order.
- All work performed under this Purchase Order shall comply with the Tanzania Occupational Safety and Health Act, 2003, and applicable regulations in Tanzania Dar es Salaam.
- The supplier warrants that all deliverables shall be original, free from intellectual property infringement, and fit for the purpose specified herein.
- Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the supplier shall be compensated for work completed and documented up to the termination date.
- All data, reports, and documentation produced under this Purchase Order shall remain the exclusive property of DSIDC and shall not be disclosed to third parties without written consent.
This Purchase Order becomes effective upon signature by both parties. By signing below, the supplier acknowledges receipt of this Purchase Order and agrees to perform the services described herein in accordance with the terms, conditions, and specifications set forth in this document for the benefit of the Tanzania Dar es Salaam industrial sector.
