This Purchase Order is issued by the European Press Bureau, headquartered in Belgium Brussels, to formally engage the services of an independent Journalist for a period of twelve (12) weeks commencing 1 July 2025. The Journalist, Mr. Thomas Vermeulen, has been selected following a competitive tender process conducted in accordance with the public procurement regulations applicable in Belgium Brussels. - Acceptance: This Purchase Order constitutes a binding offer. The Journalist shall confirm acceptance in writing within five (5) business days of receipt. Failure to respond within this period shall render this Purchase Order null and void.
- Performance Period: All services described herein shall be rendered between 1 July 2025 and 29 September 2025, with all on-site activities conducted within the administrative boundaries of Belgium Brussels unless otherwise agreed in writing.
- Payment Terms: Payment shall be made within thirty (30) calendar days of receipt of a valid invoice from the Journalist. Invoices must reference this Purchase Order number (PO-2025-BRU-0472) and include the Journalist's Belgian VAT identification number. Payment shall be executed via bank transfer to the IBAN specified above.
- Intellectual Property: All articles, photographs, audio recordings, and research materials produced by the Journalist under this Purchase Order shall become the exclusive property of the European Press Bureau upon full payment. The Journalist retains the right to cite the work in a professional portfolio with prior written consent.
- Confidentiality: The Journalist agrees to maintain strict confidentiality regarding all unpublished sources, internal documents, and sensitive information encountered during the course of reporting in Belgium Brussels. This obligation survives the termination of this Purchase Order for a period of three (3) years.
- Data Protection: The Journalist shall comply fully with the General Data Protection Regulation (GDPR) and the Belgian Data Protection Act (Loi du 30 juillet 2018 relative à la protection des personnes physiques à l'égard du traitement des données à caractère personnel) in all data collection and processing activities conducted in Belgium Brussels.
- Termination: Either party may terminate this Purchase Order with fourteen (14) days' written notice. In the event of termination, the Journalist shall be compensated for all services rendered up to the effective date of termination, less any applicable deductions.
- Dispute Resolution: Any dispute arising from or in connection with this Purchase Order shall be resolved by the competent courts of Belgium Brussels. The parties agree to attempt mediation before initiating formal litigation, in accordance with Belgian civil procedure law.
- Applicable Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Kingdom of Belgium, with specific reference to the commercial and media regulations applicable in the Belgium Brussels region.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government mandates, or public health emergencies affecting Belgium Brussels.
