All deliverables must adhere to the editorial standards established by the Federal Communications & Media Bureau and comply with the Brazilian Press Law (Lei de Imprensa) and the Federal Constitution of 1988, particularly Article 5, which guarantees freedom of expression and the right to information.

4.1 This Purchase Order is governed by the laws of the Federative Republic of Brazil and the specific regulations of the Federal District (Distrito Federal), Brasília. Any disputes arising from this engagement shall be resolved in the competent courts of Brasília – DF, in accordance with Article 102 of the Federal Constitution.
4.2 The Journalist shall maintain full professional independence in the execution of reporting duties. No editorial directive from the issuing entity shall compromise the Journalist's obligation to report facts accurately and without undue influence, in accordance with the ethical code of the National Association of Journalists (ANJ) of Brazil.
4.3 All deliverables produced under this Purchase Order shall be submitted in both Portuguese (primary) and English (secondary) to accommodate the bilingual requirements of the Federal Communications & Media Bureau's international dissemination program.
4.4 The Journalist is required to carry valid professional press credentials issued by the Brasília press corps (Credenciamento de Imprensa – DF) for access to restricted areas of the National Congress, the Palácio do Planalto, and the STF building. Failure to present valid credentials may result in suspension of site access without penalty to the issuing entity.
4.5 Payment shall be processed via bank transfer (TED/PIX) to the account designated by the Journalist, within thirty (30) calendar days from the date of invoice submission and acceptance of deliverables. Late payments shall accrue interest at the rate established by the Central Bank of Brazil (Banco Central do Brasil).
4.6 The Journalist shall comply with all data protection obligations under the Brazilian General Data Protection Law (LGPD – Lei nº 13.709/2018) when handling personal information of public officials, sources, and interviewees encountered during reporting activities in Brasília.
4.7 This Purchase Order may be amended only by mutual written agreement between both parties. Any modification to scope, timeline, or pricing must be documented in a formal addendum signed by both the authorized representative of the issuing entity and the Journalist.
