3. Description of Goods / Services

This Purchase Order is issued to formally engage the services of a qualified Journalist based in Nigeria Abuja to provide professional media coverage, investigative reporting, and editorial support for the Federal Communications & Media Services Division. The Journalist shall deliver all outputs in accordance with the standards set by the National Code of Conduct for the Nigerian Press and shall operate within the jurisdiction of Nigeria Abuja and its immediate environs.

4. Delivery and Performance Schedule

All deliverables under this Purchase Order shall be completed and submitted to the Purchasing Authority at the address stated in Section 1, Nigeria Abuja, no later than 30 July 2025. The Journalist is expected to maintain a minimum of five (5) working days per week on-site in Nigeria Abuja during the active reporting period. Any extension of the delivery timeline must be communicated in writing to the Director, Media & Public Affairs, at least seven (7) calendar days prior to the original deadline.

5. Payment Terms

Payment for services rendered under this Purchase Order shall be made in Naira (NGN) via bank transfer to the account of the Journalist / Okafor Media & Investigations Ltd. The payment schedule is as follows:

  • 50% Advance Payment: NGN 1,902,750.00 upon execution of this Purchase Order and submission of a signed acceptance form by the Journalist.
  • 30% Milestone Payment: NGN 1,141,650.00 upon delivery and approval of the investigative report and documentary segment.
  • 20% Final Payment: NGN 761,100.00 upon completion of all remaining deliverables and final acceptance by the Purchasing Authority.

All payments are subject to the deduction of applicable Nigerian withholding tax as prescribed by the Federal Inland Revenue Service (FIRS) and the Nigeria Abuja State Internal Revenue Service. The Journalist shall provide a valid Tax Clearance Certificate and a valid Certificate of Registration from the Corporate Affairs Commission (CAC) prior to the first disbursement.

6. Terms and Conditions
  1. This Purchase Order constitutes a binding agreement between the Purchasing Authority and the Journalist once signed and countersigned by both parties. It shall be governed by the laws of the Federal Republic of Nigeria, with particular reference to the Nigeria Abuja Federal Capital Territory jurisdiction.
  2. The Journalist warrants that all content produced under this engagement shall be original, free from plagiarism, and in full compliance with the Press and Other Media Council of Nigeria (PEMCON) guidelines and the Nigerian Press Council Code of Ethics.
  3. The Journalist shall maintain professional indemnity insurance with a minimum coverage of NGN 10,000,000.00 for the duration of the contract. Proof of insurance shall be submitted prior to commencement of work in Nigeria Abuja.
  4. All intellectual property rights in the final deliverables shall vest in the Purchasing Authority upon full payment. The Journalist retains the right to credit by name in all published materials.
  5. The Journalist shall comply with all data protection requirements under the Nigeria Data Protection Act 2023, particularly when handling personal information of interviewees and sources within Nigeria Abuja.
  6. Any dispute arising from this Purchase Order shall first be subject to mediation. If unresolved within thirty (30) days, the matter shall be referred to the Federal High Court sitting in Nigeria Abuja for adjudication.
  7. The Purchasing Authority reserves the right to terminate this Purchase Order with fourteen (14) days written notice in the event of material breach by the Journalist, including but not limited to failure to meet deadlines, publication of unverified information, or conduct unbecoming a professional journalist in Nigeria Abuja.
  8. This Purchase Order is valid for a period of thirty (30) days from the date of issue. Failure to accept and return a signed copy within this period shall render this document null and void.
7. Acceptance and Authorization

By signing below, both parties acknowledge that they have read, understood, and agree to all terms and conditions set forth in this Purchase Order for the engagement of a Journalist in Nigeria Abuja.
