This Purchase Order is issued by the Media & Communications Division to formally engage the services of a qualified Journalist for field reporting, editorial content production, and media coverage activities to be carried out within the Nigeria Lagos metropolitan area and its surrounding environs. The Journalist shall render professional services in accordance with the scope of work, deliverables, and timelines specified below.

Terms and Conditions
  1. This Purchase Order constitutes a binding agreement between the issuing organization and the Journalist upon signature by both parties. All services described herein shall be performed in full compliance with the Nigerian Press and Other Media Council (PEMCC) Code of Conduct and the NUJ ethical guidelines applicable in Nigeria Lagos.
  2. The Journalist shall deliver all written, audio, and visual content in accordance with the timelines stipulated in the assignment schedule. Late delivery beyond forty-eight (48) hours without prior written approval from the Editorial Director shall attract a penalty of five percent (5%) of the affected line-item value per day of delay.
  3. Payment for this Purchase Order shall be made in two (2) tranches: fifty percent (50%) upon acceptance of the first two (2) deliverables, and the remaining fifty percent (50%) upon final acceptance of all services rendered. Payment shall be processed via bank transfer to the account specified above within fourteen (14) working days of invoice submission.
  4. All intellectual property rights, including but not limited to copyrights in articles, audio recordings, photographs, and broadcast segments produced under this Purchase Order, shall vest exclusively in the issuing organization. The Journalist retains the right to be credited as the author or producer of the work.
  5. The Journalist shall maintain full professional confidentiality regarding sources, unpublished material, and internal editorial discussions. Breach of confidentiality shall render the Journalist liable for damages and may result in immediate termination of this Purchase Order without further compensation.
  6. All fieldwork and reporting activities shall be conducted within the jurisdiction of Nigeria Lagos, including Lagos Island, the Lagos mainland, and the Lekki Free Trade Zone. Any travel outside this jurisdiction requires prior written authorization from the procurement officer.
  7. This Purchase Order is subject to the laws of the Federal Republic of Nigeria. Any disputes arising from the interpretation or execution of this document shall be resolved through arbitration in Nigeria Lagos in accordance with the Arbitration and Conciliation Act, Cap A18, Laws of the Federation of Nigeria, 2004.
  8. The Journalist shall carry valid professional indemnity insurance coverage of not less than NGN 5,000,000 for the duration of the engagement and shall provide a certificate of insurance upon request.
  9. This Purchase Order may be amended only by mutual written consent of both parties. No verbal modifications shall be binding. Any addendum must reference Purchase Order No. PO/ML/2025/0047 explicitly.
