Scope of Work and Judge Engagement Terms

This Purchase Order is issued by the Dhaka Events & Competitions Authority for the professional engagement of qualified Judge panel members to evaluate, assess, and award participants in various competitions and exhibitions held in Bangladesh Dhaka. The service provider shall ensure that all Judge personnel meet the following qualifications and obligations:

  1. Each Judge must possess a minimum of ten (10) years of professional experience in the relevant field of evaluation. Judges for the Business Excellence Awards must hold senior executive or academic positions in business administration, finance, or entrepreneurship within Bangladesh or internationally.
  2. Technical Judges for the Innovation & Technology Exhibition must hold advanced degrees (Master's or PhD) in engineering, computer science, or applied technology and must have published research or industry credentials recognized by the Bangladesh University of Engineering and Technology (BUET) or equivalent institutions in Dhaka.
  3. The Cultural Judge for the Heritage & Arts Festival must be a recognized authority in Bangladeshi arts, literature, or cultural heritage, with prior experience in judging national-level cultural events in Dhaka or other major cities in Bangladesh.
  4. All Judges shall sign a Conflict of Interest Declaration prior to the commencement of their evaluation duties. No Judge shall evaluate entries in which they have a direct or indirect financial, familial, or professional interest.
  5. Judges are required to arrive at the designated venue in Dhaka no later than thirty (30) minutes before the scheduled start of evaluation. Punctuality is mandatory, and any absence or late arrival exceeding fifteen (15) minutes without prior written notice to the procurement officer shall result in a 10% deduction from the respective Judge's fee.
  6. Each Judge shall complete all scoring and evaluation forms in a timely manner and submit final written recommendations to the event organizing committee within four (4) hours of the conclusion of the evaluation session.
  7. The service provider shall maintain a minimum of two (2) backup Judge candidates for each panel position to ensure continuity of the event in the unlikely event of a Judge's inability to attend due to illness or emergency.
  8. All Judge engagement activities shall be conducted in full compliance with the laws of the People's Republic of Bangladesh, including but not limited to the Bangladesh Labor Act 2006, the Income Tax Ordinance 1984, and applicable local municipal regulations in Dhaka.
Payment and Delivery Terms
  1. Payment of the total amount of BDT 266,800.00 (Two Lakh Sixty-Six Thousand Eight Hundred Taka) shall be made via bank transfer to the service provider's designated account within thirty (30) calendar days from the date of receipt of a valid tax invoice and completion of all Judge engagement obligations.
  2. The service provider shall submit a detailed invoice including a breakdown of fees per Judge, travel expenses, accommodation costs, and itemized charges for evaluation kits and certificates.
  3. A 10% retention shall be withheld from the final payment until all Judges have submitted their final evaluation reports and the event organizing committee has confirmed satisfactory completion of all deliverables.
  4. All payments are subject to applicable withholding tax as prescribed by the National Board of Revenue (NBR), Bangladesh. The service provider shall provide a valid Tax Identification Number (TIN) and VAT registration certificate prior to the processing of any payment.
  5. Any dispute arising from this Purchase Order shall be resolved through arbitration in Dhaka, Bangladesh, in accordance with the Arbitration Act 2001 of Bangladesh. The language of arbitration shall be English.
