All goods shall be delivered to the Tribunal Judiciaire de Marseille, 13 Boulevard du Président Wilson, 13008 Marseille, France, no later than 31 July 2025. Installation and commissioning of all technical systems must be completed by 15 August 2025 to ensure full operational readiness before the autumn judicial session. The supplier shall coordinate all delivery logistics with the Tribunal's security office and shall present valid identification and authorization letters at the Marseille courthouse entrance. All equipment must bear CE marking and comply with French regulatory standards (Normes NF) applicable to judicial and governmental installations.

Payment shall be made by electronic bank transfer (virement SEPA) to the supplier's designated account within 30 calendar days from the date of validated invoice, in accordance with Article L.441-10 of the French Commercial Code. A 10% retention (retenue de garantie) shall be withheld until the final acceptance (réception définitive) of all goods and services by the Judge's administrative office. In the event of late payment, statutory interest at the rate prescribed by French law shall apply.

  1. This Purchase Order is governed by the laws of the French Republic and the Code de la commande publique. Any dispute arising from its execution shall be submitted to the exclusive jurisdiction of the Tribunal Administratif de Marseille.
  2. The supplier warrants that all goods are new, free from defects, and conform to the specifications outlined in this document. A minimum warranty period of 36 months applies to all hardware items.
  3. The supplier shall maintain strict confidentiality regarding all data, case references, and operational details encountered during the execution of this order, in compliance with the French Data Protection Act (Loi Informatique et Libertés) and the GDPR as applied in France.
  4. The supplier shall not subcontract any portion of this Purchase Order without prior written authorization from the Tribunal Judiciaire de Marseille.
  5. Force majeure events, as defined under Articles 1218–1220 of the French Civil Code, shall be handled in accordance with standard French contractual practice. The supplier must notify the Tribunal in writing within 48 hours of any such event.
  6. All intellectual property rights in custom-configured software or systems developed specifically for the Judge's office shall vest in the Tribunal Judiciaire de Marseille upon full payment.
  7. The supplier shall provide a comprehensive user manual and training materials in French for all installed systems. English-language supplementary documentation is acceptable as a secondary reference.
  8. This Purchase Order may be amended only by mutual written agreement signed by both parties. No oral modification shall be binding.
  9. The supplier acknowledges that the Tribunal Judiciaire de Marseille is a public body and that this order is subject to audit by the Cour des Comptes and the internal inspection services of the French Ministry of Justice.

This Purchase Order is authorized and issued under the authority of the Presiding Judge (Premier Président) of the Tribunal Judiciaire de Marseille and the Director of Judicial Services for the Bouches-du-Rhône region.
