3. Purpose and Scope of This Purchase Order

This Purchase Order is issued by the Judicial Procurement Division of the Supreme Court of Ghana to procure essential judicial supplies, ceremonial attire, and courtroom furnishings required for the official use of the Judge presiding over the High Court of Justice in Ghana Accra. 5. Delivery and Installation Terms

All items specified in this Purchase Order shall be delivered to the Accra High Court Complex, located at 1 Independence Avenue, Ghana Accra, no later than 31 July 2025. The supplier is responsible for all transportation, insurance, and installation costs within the Ghana Accra metropolitan area. The Judge's bench, gavel, and courtroom seating must be installed and inspected by the court's facilities officer prior to the resumption of the new judicial term. The Judge's ceremonial robes and white bands must be delivered in sealed packaging to the Judge's private chambers for personal fitting and inspection.

6. Payment Terms

Payment for this Purchase Order shall be made in accordance with the following schedule: (a) A deposit of 30% (GHS 47,897.25) shall be remitted to the supplier within five (5) business days of the acceptance of this Purchase Order; (b) A second payment of 50% (GHS 79,828.75) shall be due upon confirmed delivery and initial inspection of all items at the Ghana Accra court premises; (c) The final balance of 20% (GHS 31,931.50) shall be paid within thirty (30) days following the successful completion of the warranty inspection period. All payments shall be made via bank transfer to the supplier's designated account at GCB Bank, Accra Branch. The supplier must provide a valid tax invoice for each payment tranche in compliance with the Ghana Revenue Authority regulations.

7. Quality Assurance and Warranty

The supplier warrants that all goods furnished under this Purchase Order shall be of the highest quality, free from defects in materials and workmanship, and in full conformity with the specifications stated herein. The Judge's ceremonial robes shall carry a minimum twelve (12) month warranty against stitching failure, fabric deterioration, and embroidery damage. The Judge's bench and all wooden furniture items shall carry a minimum five (5) year structural warranty. The audio-visual and recording equipment shall carry a two (2) year comprehensive warranty including parts and labor. Any item found to be defective upon delivery or within the warranty period shall be repaired or replaced at the supplier's sole expense within fourteen (14) calendar days of written notice from the Judicial Procurement Division in Ghana Accra.

8. General Terms and Conditions
  1. This Purchase Order constitutes a binding agreement between the Supreme Court of Ghana and the named supplier upon signature by both parties.
  2. The supplier shall comply with all applicable laws of the Republic of Ghana, including the Public Procurement Act, 2003 (Act 663), and the Judicial Service Act, 1993 (Act 472).
  3. The supplier shall not subcontract any portion of the work or supply without prior written consent from the Judicial Procurement Division in Ghana Accra.
  4. All items bearing the Judge's name, title, or court insignia shall be produced exclusively for this Purchase Order and shall not be replicated or sold to any other party.
  5. In the event of a dispute arising from this Purchase Order, the matter shall be resolved through arbitration in Ghana Accra in accordance with the Arbitration Act, 2005 (Act 698).
  6. The supplier shall maintain full confidentiality regarding the identity of the Judge for whom these items are procured and the specific judicial proceedings conducted in Ghana Accra.
  7. Force majeure events, including but not limited to natural disasters, civil unrest, or government-imposed restrictions in Ghana Accra, shall extend the delivery timeline by a period equivalent to the duration of the event.
  8. This Purchase Order may be amended only by mutual written agreement signed by both the Buyer's authorized representative and the Supplier's authorized representative.
9. Authorization and Acceptance

This Purchase Order is authorized for execution by the undersigned, who confirm that the funds for this procurement have been allocated from the 2025 Judicial Service budget for the Ghana Accra court district and that all items are necessary for the proper discharge of the Judge's constitutional and statutory duties.
