4. Terms and Conditions

This Purchase Order is issued in accordance with the Public Procurement Regulatory Authority (PPRA) Rules, 2004, as applicable in the Islamabad Capital Territory, Pakistan, and the internal procurement guidelines of the Supreme Court of Pakistan.
The Judge services described herein shall be rendered exclusively at the Supreme Court Auditorium, Constitution Avenue, Islamabad, Pakistan, on the dates specified in the attached schedule (20–22 June 2025).
Each Judge engaged under this Purchase Order shall sign a non-disclosure agreement and a code of conduct form prior to the commencement of the event. The Judge shall recuse himself or herself from evaluating any team in which a close relative or associate is a member.
The Service Provider shall ensure that all Judge panel members are available for the full duration of the event in Islamabad, Pakistan. Any absence or late arrival by a Judge shall result in a deduction of 10% of the respective fee for that day.
Payment shall be made within fifteen (15) working days of the successful completion of the event and submission of the final report by the Chief Judge, via bank transfer to the account designated by the Service Provider.
All fees stated in this Purchase Order are inclusive of applicable taxes as per the Federal Board of Revenue (FBR) regulations in Pakistan. Withholding tax, if applicable, shall be deducted at source in accordance with the Income Tax Ordinance, 2001.
The Purchasing Authority reserves the right to modify, cancel, or terminate this Purchase Order in whole or in part with written notice of seven (7) days, subject to payment for services already rendered by the Judge panel.
This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Pakistan. Any disputes arising herefrom shall be subject to the exclusive jurisdiction of the courts in Islamabad, Pakistan.
The Service Provider warrants that all Judge panel members engaged under this order hold valid retirement certificates or practicing certificates and are in good standing with the respective Bar Councils of Pakistan.
Confidentiality: All materials, scores, and deliberations conducted by the Judge panel during the competition in Islamabad, Pakistan, shall remain strictly confidential and shall not be disclosed to any third party without the written consent of the Purchasing Authority.
