4. Scope of Purchase — Judicial Services and Equipment for the Judge

This Purchase Order is issued by the Abu Dhabi Judicial Department to procure professional judicial support services, specialized equipment, and administrative resources required for the operational functioning of a Judge presiding over civil and commercial matters at the Abu Dhabi Court of First Instance. The services and goods listed below are intended to ensure the Judge is fully equipped to discharge judicial duties in accordance with the laws of the United Arab Emirates and the regulations of Abu Dhabi.

5. Terms and Conditions

  1. Governing Law: This Purchase Order shall be governed by and construed in accordance with the federal laws of the United Arab Emirates, specifically the UAE Civil Transactions Law (Federal Law No. 18 of 1993), the UAE Commercial Transactions Law (Federal Law No. 18 of 1993), and all applicable local regulations of the Emirate of Abu Dhabi.
  2. Dispute Resolution: Any dispute arising out of or in connection with this Purchase Order shall be referred to the Abu Dhabi Courts. The parties irrevocably submit to the exclusive jurisdiction of the courts of Abu Dhabi, United Arab Emirates.
  3. Payment Terms: Payment shall be made within thirty (30) calendar days from the date of receipt of a valid tax invoice. Payment shall be processed via bank transfer to the supplier’s designated account in the United Arab Emirates. All amounts are stated in United Arab Emirates Dirhams (AED) and are inclusive of applicable Value Added Tax (VAT) at the rate of 5% as per UAE Federal Decree-Law No. 8 of 2017.
  4. Performance and Delivery: The supplier shall ensure that all services, personnel, and equipment specified in this Purchase Order are fully operational and in place no later than 30 July 2025. The Judge and all support staff must be available at the Abu Dhabi Judicial Complex from the first business day of August 2025.
  5. Confidentiality: The supplier and all personnel engaged under this Purchase Order shall maintain strict confidentiality regarding all judicial proceedings, case files, and personal data handled by the Judge. Breach of confidentiality shall constitute grounds for immediate termination and may result in criminal prosecution under UAE Federal Law No. 34 of 2021 (Cybercrime Law) and Abu Dhabi data protection regulations.
  6. Compliance: The supplier warrants that the Judge and all support personnel hold valid UAE residence permits, professional certifications recognized by the Abu Dhabi Judicial Department, and are in full compliance with UAE labor law (Federal Decree-Law No. 33 of 2021).
  7. Termination: Either party may terminate this Purchase Order with sixty (60) days’ written notice. The Abu Dhabi Judicial Department reserves the right to terminate immediately in the event of material breach, misconduct, or failure to meet performance standards.
  8. Force Majeure: Neither party shall be liable for failure to perform obligations due to events beyond reasonable control, including but not limited to acts of God, war, terrorism, or government directives issued by the authorities of the United Arab Emirates or Abu Dhabi.
  9. Anti-Corruption: The supplier certifies that no bribe, kickback, or improper payment has been made or will be made in connection with this Purchase Order, in compliance with UAE Federal Law No. 3 of 2016 on Anti-Money Laundering and Abu Dhabi anti-corruption regulations.

6. Delivery and Performance Location

All services rendered and goods delivered under this Purchase Order shall be provided at or for the use of the Abu Dhabi Judicial Complex, Al Markaziyah Street, Al Bateen, Abu Dhabi, United Arab Emirates. The Judge shall preside over hearings and perform all judicial functions at the Abu Dhabi Court of First Instance unless otherwise directed by the Chief Justice of Abu Dhabi.
