This Purchase Order is issued to formally authorize the engagement of a qualified Laboratory Technician to provide full-time diagnostic and analytical laboratory services at the Kabul Regional Health & Diagnostics Authority facility located in Afghanistan Kabul. The Laboratory Technician shall be responsible for the preparation, execution, and documentation of clinical laboratory tests including but not limited to hematology, clinical chemistry, microbiology, serology, and parasitology panels. The selected Laboratory Technician must hold a minimum of a Bachelor's degree in Medical Laboratory Science or an equivalent recognized qualification, possess a valid professional license issued by the Ministry of Public Health of Afghanistan, and demonstrate a minimum of three (3) years of hands-on experience operating in a clinical or reference laboratory environment.
The Laboratory Technician shall report directly to the Chief of Laboratory Operations at the designated facility in Afghanistan Kabul and shall adhere to all standard operating procedures, quality assurance protocols, and biosafety guidelines established by the facility and in compliance with national health regulations. The scope of work encompasses daily sample processing, instrument calibration and maintenance, reagent inventory management, data entry into the laboratory information management system (LIMS), and the generation of accurate and timely diagnostic reports for treating physicians.

All amounts stated in United States Dollars (USD). Applicable local taxes and levies as mandated by the Government of Afghanistan shall be calculated and added to the above total at the prevailing rate in effect at the time of invoicing in Afghanistan Kabul.
- Commencement Date: The Laboratory Technician shall commence duties no later than 1 August 2025 at the designated laboratory facility in Afghanistan Kabul. Any delay beyond this date without written approval from the Buyer shall result in a penalty of 1% of the monthly fee per day of delay.
- Payment Terms: Payment shall be made on a monthly basis within thirty (30) calendar days of receipt of a valid invoice from the Vendor. The first payment shall be due upon successful completion of the onboarding and probationary period (30 days). All payments shall be processed via bank transfer to the Vendor's designated account in Afghanistan Kabul.
- Performance Standards: The Laboratory Technician is expected to maintain a minimum accuracy rate of 98% on all diagnostic tests. Quarterly performance reviews shall be conducted by the Chief of Laboratory Operations. Failure to meet performance benchmarks for two consecutive quarters shall constitute grounds for termination of this Purchase Order with thirty (30) days' written notice.
- Confidentiality and Data Protection: The Laboratory Technician shall handle all patient samples, records, and diagnostic data in strict accordance with the confidentiality provisions of the Afghan Health Sector Law. No patient-identifiable information shall be disclosed to any third party without explicit written consent.
- Security and Compliance: Given the operational environment in Afghanistan Kabul, the Vendor shall ensure that the Laboratory Technician complies with all security protocols established by the facility. The Vendor is responsible for providing adequate personal protective equipment and ensuring the technician is briefed on emergency evacuation procedures.
- Termination: Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of material breach, termination may be effected with fourteen (14) days' notice. Upon termination, all outstanding invoices for services rendered up to the termination date shall be settled within thirty (30) days.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Afghanistan. Any disputes arising hereunder shall be resolved through arbitration in Afghanistan Kabul in accordance with the rules of the Afghan Arbitration Council.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, civil unrest, government-imposed restrictions, or pandemics affecting operations in Afghanistan Kabul.
By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the engagement of a Laboratory Technician at the facility in Afghanistan Kabul. This document constitutes a binding agreement upon execution by both authorized representatives.
