1. Description of ProcurementThis Purchase Order is issued by the Addis Ababa Regional Health Bureau to formally procure the professional services of a qualified Laboratory Technician to be deployed at the Central Diagnostic Laboratory facility located in Ethiopia Addis Ababa. The Laboratory Technician shall be responsible for performing routine clinical laboratory analyses, including but not limited to hematology, clinical chemistry, microbiology, and parasitology testing. The engagement is structured as a twelve (12) month service contract, commencing on 1 July 2025 and concluding on 30 June 2026, with the option for renewal subject to mutual agreement and performance evaluation.
2. Scope of ServicesThe Laboratory Technician engaged under this Purchase Order shall perform the following duties within the Ethiopia Addis Ababa facility:

The Laboratory Technician assigned to fulfill this Purchase Order in Ethiopia Addis Ababa must meet the following minimum qualifications:
- A minimum of a Diploma in Medical Laboratory Science or an equivalent qualification recognized by the Ethiopian Ministry of Health.
- A valid professional practice license issued by the Ethiopian Health Professions Council.
- A minimum of three (3) years of hands-on experience in a clinical diagnostic laboratory setting.
- Proficiency in operating automated hematology analyzers, clinical chemistry analyzers, and basic microbiology culture systems.
- Working knowledge of the English and Amharic languages for patient communication and documentation purposes.
- Completion of a Biosafety Level 2 (BSL-2) training certificate as mandated for all laboratory personnel operating in Ethiopia Addis Ababa.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Federal Democratic Republic of Ethiopia, specifically the Ethiopian Civil Code and the Public Procurement and Property Administration Proclamation No. 1160/2019.
- Payment Terms: Payment shall be made on a monthly basis within fifteen (15) working days of receipt of a valid invoice from MedLab Professional Services PLC. All payments shall be processed in Ethiopian Birr (ETB) via bank transfer to the supplier's designated account at Commercial Bank of Ethiopia, Addis Ababa branch.
- Performance Bond: The supplier shall provide a performance bond equivalent to ten percent (10%) of the total Purchase Order value, to be held by the Addis Ababa Regional Health Bureau for the duration of the contract.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of material breach by the Laboratory Technician or the supplier, the Purchasing Party may terminate immediately upon written notice.
- Confidentiality: The Laboratory Technician shall maintain strict confidentiality regarding all patient data, test results, and proprietary laboratory procedures encountered during the course of employment in Ethiopia Addis Ababa.
- Health and Safety: The supplier shall ensure that the Laboratory Technician complies with all occupational health and safety regulations as enforced by the Ethiopian Ministry of Labor and Social Affairs and the Addis Ababa City Health Department.
- Dispute Resolution: Any disputes arising from this Purchase Order shall first be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be referred to the Arbitration and Conciliation Office in Ethiopia Addis Ababa.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government-imposed restrictions, or public health emergencies affecting Ethiopia Addis Ababa.
The Laboratory Technician shall report for duty at the Central Diagnostic Laboratory, Bole Sub-City, Ethiopia Addis Ababa, no later than 08:00 hours on 1 July 2025. The supplier, MedLab Professional Services PLC, shall confirm the identity and credentials of the assigned Laboratory Technician in writing at least five (5) working days prior to the commencement date.
6. Acceptance and AuthorizationThis Purchase Order becomes effective upon signature by both authorized representatives. The supplier acknowledges receipt of this Purchase Order and agrees to furnish the Laboratory Technician services as described herein for the Ethiopia Addis Ababa facility.
