3. Description of Procurement

This Purchase Order is issued by the Ministry of Education & Cultural Affairs to procure the professional services of a qualified Librarian for the National Central Library and the affiliated district libraries located in Afghanistan Kabul. The engagement of the Librarian is intended to modernize cataloguing systems, manage digital and physical collections, train junior staff in information retrieval methodologies, and ensure compliance with international library standards as adopted by the Afghan national curriculum framework.

The selected Librarian shall be responsible for overseeing all library operations within the Kabul metropolitan area, including the main National Central Library on Darulaman Street and the four satellite district libraries in Wazir Akbar Khan, Karim Khan, Deh-e-Shah, and Pul-e-Ahmad Khel. The Librarian must demonstrate proficiency in both Dari and Pashto, with working knowledge of English for international cataloguing protocols.

5. Terms and Conditions
  1. This Purchase Order is binding upon acceptance by the vendor and constitutes the sole contractual agreement between the Ministry of Education & Cultural Affairs and the service provider for the Librarian engagement in Afghanistan Kabul.
  2. The Librarian shall commence duties no later than 1 August 2025 at the National Central Library, Kabul. A written confirmation of start date must be provided to the issuing office within ten (10) business days of this Purchase Order.
  3. Payment shall be made in quarterly installments of AFN 157,500, due within thirty (30) days of the end of each fiscal quarter, subject to satisfactory performance review by the Director of Library & Information Services.
  4. The Librarian must maintain a valid professional certification recognized by the Afghan National Library Council and the International Federation of Library Associations (IFLA). Copies of credentials must be submitted prior to commencement.
  5. All work performed under this Purchase Order shall comply with the laws of the Islamic Republic of Afghanistan, including data protection regulations applicable to the storage and handling of citizen records within the Afghanistan Kabul library network.
  6. The vendor shall provide a replacement Librarian of equivalent or superior qualification within fourteen (14) calendar days should the primary Librarian be unable to continue service due to illness, relocation, or other unforeseen circumstances.
  7. Any modification to the scope of services, pricing, or timeline under this Purchase Order must be documented in a formal amendment signed by both parties. Verbal agreements are not valid.
  8. The Ministry reserves the right to terminate this Purchase Order with thirty (30) days written notice in the event of material breach, failure to meet performance benchmarks, or force majeure conditions affecting operations in Afghanistan Kabul.
  9. All intellectual property, cataloguing records, and digital assets created during the term of this engagement shall remain the property of the Ministry and the Afghanistan Kabul library system.
  10. Disputes arising from this Purchase Order shall be resolved through mediation under the Afghan Commercial Arbitration Act. The jurisdiction of the Kabul District Court shall apply in the absence of a mediated resolution.
Note: This Purchase Order is subject to final approval by the Ministry's Financial Oversight Committee. No services shall commence, and no invoices shall be processed, until the approval stamp and signature of the Minister's Office are affixed to the original document. The Librarian position described herein is a professional services engagement and does not constitute a permanent civil service appointment under the Afghan Public Service Act. 6.
