The Librarian personnel shall report to the Algiers facility no later than 01 September 2025. All equipment deliveries must be completed and installed by 25 August 2025 to allow for system integration and Librarian onboarding.
5. Terms and Conditions- This Purchase Order is governed by the laws of the People's Democratic Republic of Algeria, specifically the Algerian Public Procurement Code (Code des Marchés Publics) and applicable labour regulations for professional Librarian positions.
- The vendor shall guarantee that all Librarian candidates placed under this Purchase Order hold a minimum of a Licence (Bachelor's) degree in Library and Information Science (LIS) or an equivalent qualification recognised by the Algerian Ministry of Higher Education.
- Payment terms: 40% upon signing of this Purchase Order, 40% upon successful onboarding and first month of service by the Librarian team in Algiers, and 20% upon completion of the 12-month contract period, subject to satisfactory performance evaluation.
- All payments shall be made in Algerian Dinars (DZD) via bank transfer to the vendor's designated account in Algiers. The vendor must provide a valid tax invoice (facture) for each payment tranche.
- The vendor shall maintain professional liability insurance covering all Librarian personnel for the duration of the contract, with a minimum coverage of 5,000,000 DZD per incident.
- Any modification to the scope of this Purchase Order, including changes to the number of Librarian positions or equipment specifications, must be documented in a written amendment signed by both parties.
- The vendor is responsible for ensuring that all Librarian personnel comply with the data protection and confidentiality policies of the Bibliothèque Nationale d'Algérie, particularly regarding the handling of rare manuscripts and restricted-access collections in Algiers.
- Disputes arising from this Purchase Order shall be resolved through the competent commercial courts of Algiers, Algeria.
- This Purchase Order becomes void if not accepted and countersigned by the vendor within 15 calendar days of the date of issue.
