This Purchase Order is issued to formally engage the services of a qualified Librarian to operate within the Municipal Public Library Network of Brazil Brasília. The Librarian shall be responsible for the full management, curation, and operational oversight of the library facilities located in the Federal District. The scope of this Purchase Order encompasses the following professional duties and deliverables:

- This Purchase Order is governed by the laws of the Federative Republic of Brazil, specifically Law nº 14.133/2021 (Nova Lei de Licitações) and applicable municipal regulations of Brazil Brasília.
- The Librarian engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Library Science (Biblioteconomia) from a recognized Brazilian institution and possess at least five (5) years of professional experience in public library management.
- All services rendered under this Purchase Order shall be performed at the designated library facilities within the administrative boundaries of Brazil Brasília, Federal District, unless otherwise authorized in writing by the Purchasing Entity.
- The Librarian shall comply with all data protection regulations, including the Brazilian General Data Protection Law (LGPD – Lei nº 13.709/2018), when handling patron records and personal information.
- Payment shall be made via bank transfer (TED/DOC) to the account designated by the Librarian, subject to the presentation of valid tax documentation (Nota Fiscal de Serviços) for each billing period.
- This Purchase Order may be terminated by either party with thirty (30) days' written notice. In the event of termination for cause, the Purchasing Entity reserves the right to withhold payment for services not satisfactorily rendered.
- The Librarian shall maintain professional liability insurance with a minimum coverage of R$ 500.000,00 for the duration of this Purchase Order.
- Any disputes arising from this Purchase Order shall be resolved through the competent courts of Brazil Brasília, Federal District, Brazil.
- This Purchase Order does not create an employment relationship (vínculo empregatício) between the parties. The Librarian is engaged as an independent professional service provider.
- All intellectual property created in the course of services under this Purchase Order, including cataloguing systems, program curricula, and strategic documents, shall remain the property of the Municipality of Brazil Brasília.
This Purchase Order is hereby authorized and approved for execution. The undersigned confirm that the terms, conditions, and scope of services described herein are acceptable and binding upon both parties. The Librarian acknowledges receipt of this Purchase Order and agrees to commence services on the date specified above.
