- This Purchase Order is issued by the Addis Ababa City Library & Information Authority and constitutes a binding procurement instrument for the engagement of qualified Librarian professionals and related information services within the jurisdiction of Ethiopia Addis Ababa.
- All Librarian personnel placed under this Purchase Order must hold a minimum of a Bachelor's degree in Library and Information Science (LIS) from a recognized Ethiopian university (e.g., Addis Ababa University, Jimma University) or an internationally accredited institution. The Senior Librarian and Specialized Librarian positions require a Master's degree and a minimum of five (5) years of progressive experience in library operations.
- The vendor shall ensure that all Librarian staff comply with the Ethiopian Labour Proclamation (No. 1156/2019) and the Federal Democratic Republic of Ethiopia's public service regulations. Social security contributions shall be remitted to the Ethiopian Social Security Agency (ESSA) in accordance with applicable law.
- Payment shall be made in Ethiopian Birr (ETB) via bank transfer to the vendor's designated account at Commercial Bank of Ethiopia, Bole Branch, Addis Ababa. Payment terms are Net 30 days from the date of invoice submission, subject to satisfactory performance review by the issuing authority.
- The vendor guarantees that all Librarian services will be delivered at the Addis Ababa Central Public Library (Bole Sub-City) and its satellite branches across Ethiopia Addis Ababa, including the Kirkos, Yeka, and Arada sub-city reading rooms.
- Any modification, extension, or cancellation of this Purchase Order must be executed in writing and signed by both parties. Unauthorized verbal amendments shall hold no legal effect under Ethiopian commercial law.
- The vendor shall maintain professional indemnity insurance covering all Librarian personnel for the full duration of this contract, with a minimum coverage of ETB 2,000,000 per incident, as required by the Addis Ababa municipal procurement regulations.
- Disputes arising from this Purchase Order shall be resolved through mediation under the Ethiopian Arbitration and Conciliation Proclamation (No. 1271/2021). If mediation fails, the matter shall be referred to the competent courts of Ethiopia Addis Ababa.
- All intellectual property, cataloguing records, and digital metadata created by the Librarian staff during the term of this Purchase Order shall remain the exclusive property of the Addis Ababa City Library & Information Authority.
- This Purchase Order is governed by the laws of the Federal Democratic Republic of Ethiopia, and the vendor acknowledges that all operations shall be conducted in full compliance with Ethiopian tax, customs, and public procurement directives.
