3. Description of Purchase – Librarian Professional Services

This Purchase Order is issued by the Jakarta Provincial Library and Archives Agency to formally procure the professional services of a qualified Librarian to be stationed and operational within the Indonesia Jakarta metropolitan area. The engagement of this Librarian is intended to enhance the cataloguing, digital archiving, reader services, and collection management capabilities of the central public library network serving the residents of Indonesia Jakarta.

The Librarian shall be responsible for overseeing the acquisition, classification, and maintenance of both physical and digital collections in accordance with the Indonesian National Library Standards (Standar Nasional Perpustakaan Indonesia). The Librarian will report directly to the Head of the Library Operations Division and will be based at the main facility located in the Menteng district of Indonesia Jakarta.

5. Terms and Conditions

5.1 – This Purchase Order shall be governed by and interpreted in accordance with the laws of the Republic of Indonesia, specifically the regulations pertaining to government procurement (Peraturan Presiden No. 12 Tahun 2021) as applicable in Indonesia Jakarta.

5.2 – The Librarian engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Library Science (S1 Ilmu Perpustakaan) from an accredited institution in Indonesia and possess at least five (5) years of professional experience in public library management within Indonesia Jakarta or equivalent metropolitan areas.

5.3 – Payment terms: 30% upon execution of this Purchase Order, 40% upon successful completion of the first six (6) months of Librarian service delivery, and 30% upon final completion of the twelve (12) month contract period. All payments shall be made via bank transfer to the account designated by PT Cendekia Profesional Indonesia.

5.4 – The Librarian shall be subject to the working hours and operational policies of the Jakarta Provincial Library, which operates Monday through Saturday from 08:00 to 17:00 WIB (Western Indonesia Time) in Indonesia Jakarta.

5.5 – Either party may terminate this Purchase Order with a written notice of thirty (30) days. In the event of termination, the Librarian shall complete all ongoing cataloguing and archiving tasks before the effective date of termination.

5.6 – All intellectual property, cataloguing records, and digital metadata created by the Librarian during the term of this Purchase Order shall remain the exclusive property of the Jakarta Provincial Library and Archives Agency in Indonesia Jakarta.

6. Delivery and Commencement

The Librarian shall commence duties no later than 1 February 2025 at the main library facility in Menteng, Indonesia Jakarta. The supplier, PT Cendekia Profesional Indonesia, is responsible for ensuring that the Librarian is fully onboarded, equipped, and operational by the stated commencement date. Any delay in the deployment of the Librarian beyond the agreed date shall result in a penalty of 0.5% of the total Purchase Order value per day of delay, up to a maximum of 10%.

NOTE: This Purchase Order constitutes a binding procurement agreement between the parties. The engagement of the Librarian under this document is specifically for the public library services of Indonesia Jakarta and does not extend to any other regional or national library system without prior written amendment to this Purchase Order.
