2. Purchase Order Description & Scope of Work

This Purchase Order is issued by the Tehran Metropolitan Library Authority to formally procure the services of a qualified Librarian for the Central Tehran Public Library, located in the heart of Iran Tehran. The Librarian shall be responsible for the full management, cataloguing, digitisation, and public-facing operations of the library's collection, which currently exceeds 1.2 million volumes spanning Persian, Arabic, English, and French languages. The Librarian must hold a minimum of a Master's degree in Library and Information Science (LIS) from an accredited institution within Iran or an internationally recognised university, and must demonstrate a minimum of five (5) years of professional experience in academic or public library settings.

The scope of this Purchase Order encompasses the recruitment, onboarding, and first-year employment of the Librarian, including all associated professional development, equipment provisioning, and administrative support services as itemised below. The Librarian will report directly to the Head of Library Operations and will be stationed at the main branch on Valiasr Street, Tehran, Iran, with periodic assignments to the four satellite branches across the city.

4. Terms & Conditions
  1. Payment Terms: Payment shall be made in three (3) equal instalments of 132,000,000 IRR each, due at the 30th, 90th, and 180th day following the date of this Purchase Order. All payments shall be processed via bank transfer to the vendor's registered account with Bank Melli Iran, Tehran branch.
  2. Delivery & Commencement: The Librarian shall commence duties no later than 30 Farvardin 1404 (April 20, 2025) at the designated facility in Iran Tehran. All equipment and software licences must be installed and operational prior to the Librarian's first working day.
  3. Performance Standards: The Librarian is expected to maintain a minimum 95% accuracy rate in cataloguing and classification, process a minimum of 500 new acquisitions per month, and conduct at least two (2) public programming events per quarter. Failure to meet these benchmarks for two consecutive months shall trigger a formal performance review.
  4. Confidentiality & Data Protection: The Librarian shall comply with all data protection regulations of the Islamic Republic of Iran, including the Protection of Personal Information Act. All patron records, circulation data, and digital archives must be handled in strict accordance with the Tehran Metropolitan Library Authority's internal data governance policy.
  5. Termination: Either party may terminate this Purchase Order with a written notice of thirty (30) days. In the event of early termination, the vendor shall refund any unearned portion of the Librarian's professional services fee on a pro-rata basis within fifteen (15) business days.
  6. Governing Law: This Purchase Order shall be governed by and construed in accordance with the civil and commercial laws of the Islamic Republic of Iran. Any disputes arising from this Purchase Order shall be resolved through the competent courts of Tehran, Iran.
  7. Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to natural disasters, government-mandated closures, or public health emergencies affecting operations in Iran Tehran.
