2. Scope of Purchase — Librarian Services for Baghdad Public Library Network

This Purchase Order is issued by the Ministry of Culture, Republic of Iraq, for the procurement of professional Librarian services, library management systems, and associated materials to be deployed across the Baghdad Public Library Network. The selected Librarian and supporting staff shall be responsible for the curation, cataloguing, digitisation, and public access management of the library collections located in the Al-Mansour, Al-Rusafa, and Al-Karrada branches in Baghdad, Iraq. The Librarian shall ensure compliance with Iraqi national archival standards and international library classification protocols (Dewey Decimal System and Library of Congress Classification) as adopted by the Iraqi Ministry of Culture.

4. Terms and Conditions
  1. This Purchase Order is governed by the laws of the Republic of Iraq and the Iraqi Public Procurement Law (No. 22 of 2014, as amended). All disputes shall be resolved in the competent courts of Baghdad, Iraq.
  2. The Librarian and all supporting personnel engaged under this Purchase Order must hold valid Iraqi work permits and professional library certifications recognised by the Iraqi Ministry of Culture. Foreign Librarian specialists must obtain a work visa through the Iraqi Ministry of Labour prior to commencing duties in Baghdad.
  3. Delivery and installation of all physical goods (books, equipment, furniture, and systems) shall be completed at the designated Baghdad library premises no later than 01 August 2025. The Librarian shall be present on-site to oversee receipt, inspection, and initial cataloguing of all delivered materials.
  4. Payment shall be made in Iraqi Dinar (IQD) via bank transfer to the vendor's registered account in Baghdad within thirty (30) calendar days of receipt of a valid invoice and completion certificate signed by the supervising Librarian and the Ministry of Culture procurement officer.
  5. The vendor (BKLSC) warrants that all Librarian services, software, and materials supplied under this Purchase Order are free from defects, fully functional, and compliant with Iraqi regulatory standards. A warranty period of twenty-four (24) months applies to all hardware and software items.
  6. Confidentiality: All Librarian personnel and vendor staff shall sign a non-disclosure agreement protecting the intellectual property of the Baghdad Public Library Network, including unpublished manuscripts, reader records, and digitised Iraqi heritage documents.
  7. Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to civil unrest, natural disasters, or government-imposed restrictions within Iraq or the City of Baghdad.
  8. This Purchase Order becomes effective upon signature by both parties and remains valid for a period of twelve (12) months from the date of issue, unless renewed in writing by the Ministry of Culture, Baghdad, Iraq.
