3. Scope of Purchase – Librarian ServicesThis Purchase Order is issued by the Tel Aviv Metropolitan Library Authority to procure the professional services of a qualified Librarian for the Tel Aviv branch network. - This Purchase Order is governed by the laws of the State of Israel and shall be interpreted in accordance with the Israeli Contracts Law, 5733-1973, and the Israeli VAT Law, 5736-1975.
- The Librarian engaged under this Purchase Order shall comply with all professional standards set forth by the Israel Library Association (ILA) and the International Federation of Library Associations (IFLA).
- Payment shall be made within thirty (30) calendar days of receipt of a valid invoice, via bank transfer to the account specified in Section 2. All payments are denominated in Israeli New Shekels (ILS).
- The Vendor warrants that the Librarian shall possess a minimum of a Master's degree in Library and Information Science (LIS) from an accredited Israeli or internationally recognized institution, with no fewer than five (5) years of professional experience in a public or academic library setting in Tel Aviv or elsewhere in Israel.
- The Librarian shall be subject to a background check conducted by the Israel Police (Mishmar HaYisrael) and a reference verification process as part of the onboarding package outlined in Line Item 02.
- Any modifications to this Purchase Order, including changes to the Librarian's scope of duties, working hours, or branch assignments within Tel Aviv, must be documented in a written amendment signed by both parties.
- The Vendor shall maintain professional liability insurance with a minimum coverage of ILS 2,000,000 for the duration of the Librarian's engagement.
- Confidentiality: The Librarian shall adhere to the Israel Privacy Protection Law, 5741-1981, and shall not disclose patron records, internal library data, or proprietary cataloging systems to any third party.
- Dispute resolution: Any disputes arising from this Purchase Order shall be resolved through binding arbitration in Tel Aviv, Israel, in accordance with the rules of the Israel Arbitration Association.
- This Purchase Order becomes effective upon signature by both parties and remains valid for the twelve-month service period commencing 1 September 2025, unless terminated earlier in accordance with the provisions herein.
The Librarian shall report for duty at the Tel Aviv Central Library, 45 Dizengoff Street, Tel Aviv-Yafo, Israel, no later than 08:00 hours on 1 September 2025. All equipment, software licenses, and access credentials shall be delivered and installed at the Tel Aviv branch no later than 25 August 2025. The Vendor shall confirm readiness in writing to the Procurement Department at least five (5) business days prior to the commencement date.
