This Purchase Order is issued for the procurement of qualified Librarian professional services to be rendered in Ivory Coast Abidjan as part of the National Library Modernization Programme. The selected Librarian shall be responsible for the comprehensive management, cataloguing, digitization, and public access facilitation of the central library collection located in the Plateau district of Abidjan, Ivory Coast.
The Librarian engaged under this Purchase Order must hold a minimum of a Master's degree in Library and Information Science (M.LIS or equivalent) and possess at least five (5) years of progressive professional experience in academic or public library management. The Librarian shall demonstrate proficiency in both French and English, as the library serves a bilingual community in Ivory Coast Abidjan. Additionally, the Librarian must be well-versed in modern digital cataloguing systems including MARC 21, Dublin Core metadata standards, and integrated library management software such as Koha or Alma.
The primary duties of the Librarian under this Purchase Order include but are not limited to: overseeing the acquisition and processing of new materials; managing the digitization of over 120,000 physical volumes; training a team of twelve (12) junior library assistants; developing and implementing community outreach programmes in the Abidjan metropolitan area; and ensuring compliance with all archival and preservation standards established by the Ivorian National Archives Authority.

6.1 This Purchase Order is governed by the laws of the Republic of Ivory Coast and the applicable procurement regulations of the West African Economic and Monetary Union (WAEMU/UEMOA).
6.2 The Librarian services described herein shall commence no later than 01 September 2025 and shall continue for a period of twelve (12) months, subject to satisfactory performance evaluation at the end of the contract term.
6.3 Payment shall be made in monthly instalments within thirty (30) days of receipt of an approved invoice from the Librarian service provider. All payments shall be processed through the Treasury of the Republic of Ivory Coast, Abidjan headquarters.
6.4 The Librarian shall be required to submit a detailed monthly activity report to the Ministry of Higher Education and Research, highlighting progress on digitization targets, community engagement metrics, and staff training outcomes in Ivory Coast Abidjan.
6.5 Any modification to the scope of Librarian services under this Purchase Order must be approved in writing by both parties and documented as a formal amendment to this Purchase Order.
6.6 The supplier shall maintain full professional liability insurance covering the Librarian and all associated personnel for the duration of the contract, with a minimum coverage of 50,000,000 XOF.
