This Purchase Order is issued by the Osaka Metropolitan Library Authority to formally engage a qualified Librarian for the operation, management, and curation of the newly established Osaka Central Digital and Heritage Library located in the Nakanoshima district of Japan Osaka. The Librarian engaged under this Purchase Order shall be responsible for the full spectrum of library operations, including but not limited to cataloguing, acquisition, digital archiving, patron services, inter-library loan coordination, and the development of bilingual (Japanese and English) collection strategies tailored to the diverse community of Japan Osaka.
The Librarian must hold a minimum of a Master's degree in Library and Information Science (M.L.S. or equivalent) and possess at least five (5) years of professional experience in academic or public library settings. Fluency in both Japanese and English is a mandatory requirement, as the Librarian will serve a multicultural patron base in the Japan Osaka metropolitan area. The Librarian shall also demonstrate proficiency in integrated library systems (ILS), digital repository management, and modern information retrieval methodologies.

4.1 Commencement and Duration: The Librarian engagement under this Purchase Order shall commence on 1 September 2025 and shall continue for a period of twelve (12) months, subject to mutual renewal. The Librarian shall report to the Japan Osaka Central Library premises no later than 08:30 JST on the first business day of the contract period.
4.2 Payment Terms: Payment for the Librarian services and all associated line items shall be made in quarterly installments within thirty (30) days of invoice submission. All payments shall be processed in Japanese Yen (JPY) via bank transfer to the account designated by Osaka Professional Librarian Services Co., Ltd. The Purchase Order shall remain binding until all payment obligations are fulfilled.
4.3 Performance Standards: The Librarian is expected to maintain a minimum patron satisfaction rating of 90% as measured by quarterly surveys conducted by the Japan Osaka library authority. Failure to meet this standard for two consecutive quarters shall constitute grounds for review of this Purchase Order.
4.4 Confidentiality: The Librarian shall maintain strict confidentiality regarding patron records, institutional data, and proprietary collection information in accordance with the Japanese Personal Information Protection Act (APPI). All data handling within the Japan Osaka facility must comply with national and municipal privacy regulations.
4.5 Termination: Either party may terminate this Purchase Order with a written notice of sixty (60) days. In the event of early termination, the Librarian shall complete all outstanding cataloguing and administrative duties, and a prorated settlement shall be calculated.
4.6 Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of Japan. Any disputes arising from the Librarian engagement in Japan Osaka shall be resolved through arbitration in Osaka, Japan, under the rules of the Japan Commercial Arbitration Association.
All services and materials specified in this Purchase Order shall be delivered and made available at the Japan Osaka Central Library, 1-1-1 Nakanoshima, Kita-ku, Osaka. The Librarian shall be considered in active service upon successful completion of the onboarding process and receipt of all necessary access credentials to the Japan Osaka library management systems. Acceptance of the Librarian's services shall be confirmed in writing by the Chief Librarian of the Osaka Metropolitan Library Authority within fourteen (14) days of the commencement date.
