• Management, cataloging, and classification of all physical and digital collections held by the library in Kuwait, Kuwait City, including Arabic, English, and multilingual materials.
• Development and implementation of information retrieval systems, digital archiving protocols, and patron access databases.
• Supervision of a team of no fewer than six (6) assistant librarians and library technicians assigned to the Kuwait City branch.
• Coordination with the Kuwait Ministry of Culture and Information regarding national preservation mandates and inter-library loan agreements.
• Organization of public reading programs, academic workshops, and community literacy events held at the library premises in Kuwait, Kuwait City.
• Maintenance of compliance with all Kuwaiti data protection regulations and intellectual property laws applicable to library operations.
• Preparation of quarterly operational reports and annual budget recommendations submitted to the Director General of the Kuwait National Library.

The candidate placed as Librarian under this Purchase Order must satisfy the following minimum qualifications:

• A Master's degree in Library Science, Information Management, or a closely related discipline from an accredited university.
• A minimum of eight (8) years of progressive professional experience in academic or public library settings, with at least three (3) years in a supervisory or senior Librarian capacity.
• Fluency in both Arabic and English, with demonstrated proficiency in written and spoken communication.

This Purchase Order establishes an initial engagement period of twelve (12) months commencing on 1 August 2025. Upon satisfactory performance review conducted by the Director General of the Kuwait National Library, the Librarian's contract may be renewed for successive one-year periods. Either party may terminate this Purchase Order with a written notice of no fewer than sixty (60) days. In the event of early termination, all outstanding obligations in Kuwait, Kuwait City shall be settled within thirty (30) days of the termination effective date.

• The Librarian shall report to the Kuwait National Library premises in Kuwait, Kuwait City on all official working days as determined by the Kuwaiti government calendar, including public holidays and national observances.
• The service provider shall guarantee the placement of a Librarian meeting all stated qualifications within thirty (30) calendar days of the execution of this Purchase Order.
• All intellectual property, catalog records, and institutional knowledge developed by the Librarian during the term of this Purchase Order shall remain the exclusive property of the Kuwait National Library & Archives Authority.
• The Librarian is bound by a strict confidentiality clause covering all patron data, restricted collections, and internal operational procedures of the library in Kuwait, Kuwait City.
• Any disputes arising from this Purchase Order shall be resolved through arbitration in accordance with the Kuwaiti Arbitration Law, with proceedings held in Kuwait, Kuwait City.
• This Purchase Order constitutes the entire agreement between the parties and supersedes all prior negotiations, representations, or understandings relating to the Librarian engagement.
