The selected Librarian shall be responsible for implementing the national library standards as defined by the Moroccan Ministry of Culture, ensuring compliance with the Moroccan Public Library Law (Law 00-01), and maintaining the integrity of the Casablanca municipal collection, which currently comprises over 1.2 million volumes in Arabic, French, Amazigh, and English. The Librarian shall also oversee the digitisation programme targeting 200,000 historical manuscripts and periodicals housed in the Casablanca Central Library repository.

- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Kingdom of Morocco, specifically the Moroccan Public Procurement Code (Law 69-12) and applicable regulations of the City of Casablanca municipal administration.
- Performance Period: The Librarian services described herein shall commence on 1 July 2025 and shall continue for a period of twelve (12) months, subject to annual performance review by the Casablanca Department of Public Libraries.
- Payment Schedule: Payment shall be made in quarterly instalments of 145,200.00 MAD (inclusive of VAT) within thirty (30) days of receipt of a valid invoice from Atlas Professional Librarian Services SARL. All payments shall be processed via bank transfer to the supplier's designated account in a Moroccan financial institution.
- Quality Standards: The Librarian engaged under this Purchase Order shall maintain professional certification recognised by the Moroccan National Library Council (Conseil National des Bibliothèques) and shall adhere to the International Federation of Library Associations (IFLA) standards adapted for the Moroccan context.
- Confidentiality: The Librarian and all supporting personnel shall maintain strict confidentiality regarding patron records, collection data, and internal operational procedures of the Casablanca Municipal Library Network, in compliance with Moroccan data protection legislation (Law 09-08).
- Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. In the event of termination by the City of Casablanca for cause, no further payment shall be due beyond the date of termination. In the event of termination by the supplier, a pro-rata refund of prepaid amounts shall be issued within fifteen (15) business days.
- Dispute Resolution: Any dispute arising from this Purchase Order shall first be subject to amicable negotiation. Failing resolution within thirty (30) days, the matter shall be referred to the competent commercial court of Casablanca, Morocco.
- Force Majeure: Neither party shall be liable for failure to perform obligations due to events beyond reasonable control, including but not limited to natural disasters, government mandates, or public health emergencies affecting operations in Casablanca or the broader Moroccan territory.
- Compliance: The supplier warrants that all Librarian personnel deployed under this Purchase Order shall hold valid work permits and professional registrations as required by Moroccan labour law and the relevant professional licensing authority in Casablanca.
This Purchase Order is hereby authorised and issued on behalf of the City of Casablanca, Department of Public Libraries and Cultural Affairs. The supplier, Atlas Professional Librarian Services SARL, acknowledges receipt of this Purchase Order and confirms acceptance of all terms, conditions, and service specifications outlined herein. By signing below, both parties agree to be bound by the obligations set forth in this document for the procurement of Librarian services in Morocco Casablanca.
